Senate Confirms 15 Electoral Commissioners

The Senate has confirmed the appointment of 15 persons, out 27 nominated by President Muhammadu Buhari, as Resident Electoral Commissioners.

Mr. Buhari had on March 23 requested the Senate to screen and confirm 27 nominees to assume responsibilities as RECs, who head the operations of the the Independent National Electoral Commission at state level.

But the Senate only confirmed 15 of the nominees today, following a recommendation by its INEC committee, led by Suleiman Nazif. While presenting the committee’s report, Mr. Nazif, APC-Bauchi, said the remaining 12 nominees were still undergoing screening.

He assured that his committee would submit its report on the yet-to-be-confirmed nominees upon conclusion of their screening.

He, however, added that all the nominees, including those already confirmed and those who are still being screened, had passed security vetting.

The Senate had initially suspended the confirmation to protest the continued stay of Ibrahim Magu as acting chairman of the Economic and Financial Crimes Commission, EFCC.- Premium Times

Pep is a genius -- Alves

Dani Alves insists Manchester City manager Pep Guardiola is "a genius" and knows what is going to happen in a match before it starts.
Alves spent four years with Guardiola at Barcelona, winning the Champions League twice, as well as three La Liga titles before the Spaniard left in 2012.

Alves, now at Juventus having left Barcelona last summer, wrote in The Players' Tribune how Guardiola's pre-match talks make the players feel like they are "already winning" when they go on the pitch.

"He is a genius. I'll say it again: a genius. Pep would tell you exactly how everything was going to happen in a match before it even happened.
"For example, the game against Real Madrid in 2010, when we won 5-0. Pep told us before the match, 'Today, you're going to play like the football is a ball of fire. It never stays at your feet. Not even a half second. If you do that, there will be no time for them to pressure us. We will win easily.'

"The sensation when we left every one of his pre-match talks was like we were already up 3-0. We were so empowered, so prepared, that it felt like we were already winning."

Alves, whose Juventus side face Real Madrid in the Champions League final on Saturday in Cardiff, insists he still has Barcelona deep in his heart.

He also gave an insight into his former manager's man-management tactics.
"The funniest thing was if we came in at half-time and the game wasn't going well. Pep would sit down and rub his forehead. You know how he rubs his head? You've seen it, right? Like he's massaging his brain, searching for the genius to come to him.

"He would do this right in front of us in the dressing room. Then, like magic, it would come to him. Bang! 'We will do this, this and this, and then this is how we will score.' Then he would jump up and start barking out instructions, drawing maths and figures on the board.

"So we would go out, and we would do this, this and this. And that's how we would score. It was crazy. Pep was the first coach in my life who showed me how to play without the ball. And he wouldn't just demand that his players change their game, he would sit us down and show us why he wanted us to change with statistics and video.

"Those Barca teams were pretty much unbeatable. We played by memory. We already knew what we were going to do. We didn't have to think. That is why, to this day, Barca is in my heart."

Man City extends Toure's contract

The four-time African Footballer of the Year has signed a new one-year deal with Manchester City which keeps him at the club for an eighth season.

Toure, whose previous contract was due to expire this summer, has agreed to spend an eighth season at the Etihad Stadium.

He was frozen out of the first-team squad early in the season after a row between his agent and City boss Pep Guardiola, but he returned to the side in November and finished with seven goals from 31 appearances.

Toure's arrival from Barcelona in 2010 kick-started an era of success for Sheikh Mansour's City which has so far yielded five major domestic trophies, including the Premier League title in 2012 and 2014.

And the 34-year-old told City's wesbite: "I'm delighted. I told myself the journey at City is not done and when I received a call from [director of football] Txiki Begiristain and talked to the manager I was very delighted.

"When I was first coming here I was trying to be part of a new story, of something special at this club. I am very lucky now to be part of a great club with great players around me who are helping me to achieve my targets.

"Of course I want to win trophies, that is very important to me. I want to enjoy it at this age still and remaining here is a massive, massive thing. It is a great club, going in the right direction with new players who are coming in. Our mentality is always to win week in, week out and I'm delighted with the fans as well."

Begiristain said:"Yaya has been a fantastic servant for Manchester City and continues to be a vital member of Pep Guardiola's squad.
"He is one of our most experienced and popular players and we couldn't be happier that he is staying with us as we embark on what we all hope will be a very exciting season.

"Yaya has been central to the successes we've had over the past seven years and he has a vital part play next season."

Traffickers now swallow condoms filled with liquid cocaine – Interpol

Traffickers are increasingly swallowing condoms filled with liquid cocaine to cheat traditional detection methods like X-rays, Interpol said Tuesday as it pointed to West African and Asian gangs driving the Asia-Pacific narcotics trade.
Interpol’s Singapore office, which said methamphetamine remains the region’s most trafficked substance, highlighted the rising trend in a report on an international anti-drug operation in May.
The campaign, called Operation Lionfish – ASEAN, involved more than 2,000 police and customs officials in 14 countries, said a statement from the Interpol Global Complex in Singapore which coordinated it.
It focused on drug trafficking through airports while a second phase will target land and sea borders.
The operation “revealed a network of West African and Asian organised crime groups behind trafficking in methamphetamine — one of the most smuggled drugs in the region,” the statement said.
Of 59 seizures during the two-week period, nearly a quarter of the drugs confiscated was methamphetamine, of which nearly 80 percent was in crystalline form known as “ice”.
Cocaine, cannabis, heroin and amphetamine stimulants were also among the drugs seized, it said, adding that smugglers were becoming more innovative.
Authorities in the United Arab Emirates have identified a rising trend of liquid cocaine being trafficked, Interpol said.
“Smugglers would swallow condoms packed with liquid cocaine,” it said, adding that this type of concealment is harder to detect using traditional methods like X-rays.
Interpol said it identified a “cocaine trafficking route via Ethiopia to destinations in the Middle East, Asia and Pacific”. - AP

Fake Car Dealer Jailed 2 Years

The Economic and Financial Crimes Commission today, June 1, 2017, secured the conviction of one Marcellinus Akochi Ezeoke before Justice Lawal Wada of the Kano State High Court on a one count charge of obtaining by false pretence.

The convict was arraigned on November 25, 2015 and pleaded not guilty to the charge. In the course of the trial, prosecution counsel Douglas I. Gift called two witnesses and presented several exhibits to prove the case against the convict.
The convict fraudulently obtained the sum of N1,010,000 (One Million, Ten Thousand Naira Only) from the complainant  by falsely claiming that he was a car dealer based in Cotonou, Benin Republic. Base on that, the complainant sent him the said sum for the purchase of a Peugeot 406  but the convict failed to deliver the vehicle and became incommunicado.

In his judgment today,  Justice Wada held that the prosecution had established the case against the convict beyond reasonable doubt and convicted him  on count 2 of the charge.

Before the sentence, the convict pleaded for mercy. Consequently,  Justice Wada sentenced him to two years imprisonment with option of N50,000 fine.  The convict was also ordered to restitute the sum of N1,000,000 (One Million Naira ) to the complainant.

Violence Stops APC Councillorship Primary In Agege Ward

The Sole Administrator of Agege Local Government in Lagos, Mr Gbenga Abiola, on Wednesday said reports of violence prevented Monday’s APC councillorship primary from holding in one Ward in the area.

Abiola told newsmen in Lagos that there were reports of shooting and assault of people with machetes in Ward D in the area, following which he advised electoral officers to avoid the place.

The chairman, who spoke while explaining his role on the election day, disputed allegations that he manipulated the results of the councillorship primaries in the area.

He said his role on the day of the primaries was simply to ensure that there was no breakdown of law and order during the exercise.

Abiola said he was taken aback by allegations against him over the election, insisting that he only performed his responsibility.

“As far as I am concerned, my duty as the sole administrator is to protect lives and property of the people as the chief security officer of Agege Local Government.

“The electoral officers and materials were of great importance to me, to provide necessary security for them, and that was what I did.

“Yes, I have been getting calls all along on this rumour but I am not bothered because anyone should know that the security of the electoral officers was my responsibility.

“So, primary elections were held and results counted except in one ward, and that was Ward D where there was no election.

“I told the electoral officers not to go there because there were reports of shooting and assaulting of people with machetes, although no death was recorded,” he said

Abiola urged the aggrieved party members who were not comfortable with the outcome of the councillorship primaries to embrace the spirit of sportsmanship.

“I have also contested for councillorship before and I lost though I had the crowd and the multitude behind me, I did not write petition or lie.

“But, today, I am the sole administrator. If you did not get it today who says you won’t get it tomorrow. So, let us maintain peace and decorum,” he said.

Abiola said there were enough positions to share and anyone that was strong in his ward would be considered for other positions if such a person embraces the spirit of sportsmanship rather than violence.

The council boss, also an APC member in the area, urged party members in the area to remain united.

“We should stop the blame game and nobody should blame the sole administrator because I never contested any position.

“We are one in Agege and we can make Agege great again together. There is no reason why anybody should blame me or anybody because someone will win and someone will lose,’’ he said.

The APC chieftain said that he had received threats on his life after the primaries held across the 57 local councils in the state on Monday.

Party members from the local government area, among others, had stormed the state party secretariat on Tuesday, protesting about the councillorship primaries. - NAN

For Jerusalem Palestinians, a dilemma to seek Israeli citizenship

It's a dilemma many Palestinians from Jerusalem confront: Resign yourself to becoming an Israeli citizen or press ahead as a person without a state.

"I don't really want to do it, but there is no other solution," said a 28-year-old Palestinian lawyer from east Jerusalem who has applied for Israeli citizenship.

She applied in the summer of 2014 but is still waiting for a final answer.
The lawyer, who spoke on condition of anonymity to avoid potentially damaging her case, was given her first interview a year after applying.

She said it was "very difficult" to bring herself to apply, but concluded that having the passport "will definitely make my life far easier for travel and work."

Fifty years after Israel seized east Jerusalem in the 1967 Six-Day War, the more than 300,000 Palestinians in the city are in a unique situation.
They hold neither full Palestinian nor Israeli citizenships, instead having permanent residence granted to them by Israel and access to services.
They pay taxes for work and on property, but can't vote in general elections, though they can participate in municipal elections.

Israel can withdraw their permanent residence if it can prove they live in the occupied West Bank or elsewhere outside Jerusalem, meaning many feel their presence in the city and country of their birth is under threat.

As a result, recent years have seen increased numbers seeking to become full Israeli citizens, lawyers and non-governmental groups say.
Figures from the Jerusalem Legal Aid Centre show 6,497 east Jerusalemites applied for citizenship between 2009 and 2016, of whom 3,349 have been granted it.

Israel's interior ministry had not responded to an AFP request for comment and figures.
Figures published by the Times of Israel news website showed a sharp increase in citizenship applications for east Jerusalem residents beginning in 2006, though the numbers have somewhat fallen in recent years.

Palestinians from the West Bank and Gaza are not entitled to apply for Israeli citizenship, but those from east Jerusalem are.
The young lawyer recalled how getting visas to Western countries was a bureaucratic nightmare with permanent residence papers, but doing so with an Israeli passport would be straightforward.

"My sisters are out of the country and it is illogical to wait a long time to get European visas," she said.
"Also, I need it for my work as a lawyer in Israel. My position will be stronger if I get the citizenship."

She is expecting a decision in the next year, but knows taking Israeli citizenship will mean she cannot travel to many Arab countries which have no relations with the Jewish state.

 'Shame but no regret'

For Palestinian residents of east Jerusalem, taking Israeli citizenship is a sensitive issue.
The Palestinian government sees east Jerusalem as the capital of their future state, while Israel sees the whole city it captured in 1967 as its undivided capital.

For many Palestinians of east Jerusalem, taking Israeli citizenship is tantamount to accepting the Jewish state's sovereignty in the city.
"We need to raise awareness of our Palestinian identity in Jerusalem and we should not try to legitimise the occupation," anti-settlement activist Fakhri Abu Diab told AFP.

Ziad Haidami, a lawyer in Jerusalem, said he has had clients deciding to take the step for a variety of reasons.
"One wanted to become a police officer, another wanted to do long-term studies abroad," he said.
All of them enter his office "like thieves" to avoid being seen, concerned that others will know they are seeking Israeli citizenship, he said.

"But Jerusalem Palestinians are increasingly making that choice because they are telling themselves that Israeli nationality will protect them and no Palestinian administration can do that in Jerusalem," he said.
Mohammed, 27, who was granted citizenship two years ago, admits there is a stigma.

"Only my close circle knows I took Israeli citizenship," he told AFP.
"But I don't regret the step at all. My life became much easier and more comfortable," he added, saying dealing with the government became more practical and he can travel faster.

Palestinians who do decide to apply however say they face major delays and point out that interviews are conducted in Hebrew only, despite the fact that Arabic is a national language of Israel.

"The ministry of interior is still reviewing applications made in 2013 and 2014," said lawyer Ziad al-Haidami, who represents a number of residents applying.

Israel's interior ministry has previously denied claims of intentionally making the process difficult, saying the large number of applications and the work of processing them is time-consuming. - AFP

Benfica: City have signed Ederson

Goalkeeper Ederson has joined Manchester City for a fee of £34.7m, according to selling club Benfica.

City have yet to confirm the deal as they are still resolving third party ownership issues but are optimistic they will be solved in the coming days.

Benfica said on Thursday that half of the fee will go to third parties, including the 23-year-old's former Brazilian team, Rio Ave.

The goalkeeper originally joined Benfica as a 16-year-old but he was released after two years and spent time with Portuguese lower-league side Ribeirao before returning to Rio Ave.

Ederson returned to the Estadio Luz in the summer of 2015 and went on to win two league titles and three cups with the Lisbon-based side.
The goalkeeper was called up by Brazil in March but has yet to be capped.

Ederson is set to challenge Claudio Bravo for the starting spot in goal at the Etihad Stadium, with England stopper Joe Hart out of favour. Goalkeeper Willy Caballero has left City following the expiry of his contract.

City have wasting little time in strengthening ahead of the 2017/18 campaign, having last week completed a £43m deal to sign Bernardo Silva from Monaco.-  Sky Sports.

Liverpool reportedly have bid for Mohamed Salah rejected by Roma

Liverpool have had a £29.5m bid for Mohamed Salah rejected by Roma, according to reports coming out of Italy.

It has been reported that Liverpool have already held talks with the Egyptian’s representatives and that they’ve agreed to personal terms but Roma are keen to get around £43m for him, so the Reds will have to stump up more cash to get their man.
As it stands, all the noise about this move are coming from Egypt and Italy, with nobody in England yet reporting any serious interest in Salah from the Reds.

Liverpool tried to sign the 24-year-old back in 2014 but they ended up losing out to Chelsea.
However, Salah didn’t make much of an impression at Stamford Bridge but he’s reignited his career in Italy, scoring 15 goals in 31 league games last season.

Liverpool are looking to add at least one more forward to their squad so time will tell if Salah is the man they want.

The Lagos State Governor, Mr. Akinwunmi Ambode, has stated that the 13 per cent of Lagosians (representing three million people) that are still illiterate is unacceptable and pledged to increase the literacy level of the state from 87 per cent to 95 per cent.

Daughter Sleeps With Dad, Just To Stop Him From Marrying Woman

A daughter had sex with her father because she didn't like the woman he was engaged to, a court heard.

The 26-year-old daughter and her father, 58, had sexual intercourse on two occasions in 2009.

A psychological report revealed that the daughter, who has not been identified, was "deprived of her mother's love" and the sexual encounters stemmed from "misplaced love, infatuation and devotion to her father".

The district court in Hong Kong heard that the pair's intimate relationship began when the daughter was 19-years-old.

The young woman's horrified brother, then in secondary school, found footage of the intercourse and told the police, the court heard. He did not realise that it was consensual.

The woman's lawyer said in mitigation: "This case is highly unusual. She offered to have sex, hoping that he would change his mind."

She also said her client once tried to tell the prosecutors to hold her fully responsible so that her father could walk free.

"That shows the extent of devotion and infatuation the defendant had for her father.“It serves no purpose to society to lock her up and punish her," she said.

The pair both pleaded guilty to two counts of incest.

Judge Timothy Caswell sought a probation officer’s report to study the possibility of a non-custodial sentence for the woman, but refused to do the same for her father.

They will both be sentenced on June 12.

Nigerian doctor banned in UK for love advances

download-59

A family doctor who tried to woo a patient with flowers and cheesy chat-up lines after bragging about being a ‘good-looking guy’ has been banned from practising in the UK for one year.

Dr Chris Uzoh, 40, spent six weeks pestering the woman to try and get a date and told her that he had ‘huge earning potential’.

He also claimed to be ‘the best in his medical school’ as well as having written ‘several well cited scientific publications’.

Dr Uzoh, who is a GP from Great Sankey, near Warrington, Cheshire, also sent her 20 text messages after getting her address and phone number from medical records.

Within 30 minutes of the appointment finishing, he texted her saying: ‘Sorry for this text message but I saw you and liked you and thought we could go on a date on the future.

‘I am single and looking for a serious relationship and not intending to mess about.’
He also left the patient a voice mail saying he wanted to ‘hear her voice before he went to work’.
Dr Uzoh later sent her another text saying: ‘I’ve been feeling like a schoolboy meeting a girl he fancied for the first time. I haven’t felt this way in a while.’

Later the woman received a card and flowers at her home along with a further message from Uzoh adding: ‘I wonder how else I would have met you if not this way.
‘My heart is pure, I care, I hope it would be possible to make you mine some day.’

The unnamed patient, who lived alone urged, Uzoh to stop pestering her but he pressed on with his chat-up lines saying: ‘I was trying to be romantic – I did not mean to be creepy. I was excited about you.’

Another text said: ‘How is it possible that a good looking guy who is a doctor, who has a job with huge earning potential, who was the best graduating doctor in his medical school, who started out as a urological surgeon with several well-cited scientific publications, who thinks you beautiful and special, who wants you – and you wouldn’t give him a chance? I’ve been in a Toronto and I couldn’t stop thinking about you.’

The patient eventually complained to Uzoh’s colleagues at the Murdishaw Health Centre in Runcorn and he was reported to the General Medical Council.
The father of two has since quit the UK and is now working in Toronto, Canada.

At the Medical Practitioners Tribunal Service in Manchester, Uzoh was suspended from practise in Britain for 12 months after he was found guilty of misconduct.

The incidents began between March and May last year when the woman was booked in for an appointment with Uzoh after complaining of abdominal pain.

The woman – known as Patient A – told the hearing: ‘I was really shocked to get that initial message from him because I trusted him as a doctor.
‘If I got that message now there is no way I would respond. I was in a difficult position particularly at that point so seeing him taking an interest was a nice thing.

‘The next morning I woke up and there was a further text message and voicemail message.
‘I remember I was doing my make up and getting ready for work and I saw that he was calling but I didn’t want to pick up. He left a message saying: ‘Hi, I just wanted to hear your voice before I start my day’.

‘Everyday I looked at my phone there was something from him whether it be a text message, missed call or a voicemail message.
‘As soon as I knew the flowers had been sent I knew that they would be from Dr Uzoh – there weren’t many people who knew my address at the time.

‘I felt sick because I live on my own and nobody knew my address apart from my family and I was scared because he had got my records so what was to say he wouldn’t turn up at my door.

‘That feeling lasted several months. It wasn’t long after that I text him to tell him not to contact me but then five months later he contacted me again.
Christopher Hamlet, the lawyer for the GMC, said: ‘She had not given him her number or any indication that she wished to be contacted by him.
‘He obtained her number by looking at her medical records and sent a series of text messages, some consecutive in number and all sent in pursuit of a personal relationship which was sexually motivated.

‘Patient A was at the time vulnerable. She claims at first she was flattered by these messages, however, in due course he went on to bombard her with messages, voicemails and even sent flowers to her home address.

‘She said she felt sick about what happened and was concerned and scared that he had accessed her records and sent flowers to her home.’
One message sent by Patient A to Uzoh said: ‘As flattered as I was at the time it all got too much too quickly.

‘I feel you went too far with getting my address without my permission and it scared me a little and the thought of someone getting it so easily when I have put my trust in doctors is unnerving.
‘Thank you for the flowers but I would appreciate it if you didn’t do that again.’

Another to him said: ‘You’re being too full on – I’ve only met you once and I was your patient!’
Uzoh was not at the tribunal but he filed a written submission claiming his intentions towards the woman were ‘noble.’

He added: ‘My intention was not to prey on the patient or the patient’s vulnerability. I have always been professional toward my patients and never had any issues with NHS England or the GMC.
‘I regret my actions and I apologise for all the stress this may have caused the patient.’

Panel chairman Mrs Jayne Wheat said: ‘It is important that patients have trust in their doctors and in the confidential nature of their medical records, and it is seriously improper for a doctor to seek to pursue a relationship of this kind with a patient, the more so when he persists in it beyond the point when the patient has made clear that his approaches are unwelcome.

‘While the tribunal has found that Dr Uzoh’s behaviour was sexually motivated, there was no evidence that his intentions were obscene or unlawful.’
