President Muhammadu Buhari on Friday signed eight bills earlier passed by the National Assembly into law.
The brief signing ceremony was held inside the Presidential Villa, Abuja.
Ita Enang, senior special assistant to the president on national assembly matters (senate), briefed state house correspondents after the president gave assent to the bills.
Enang said the bills signed include the Legislative Houses (Powers and Privileges), 2018.
The presidential aide said the Legislative House Powers and Privileges Act grant the legislative houses in the national assembly and state houses of assembly immunity from litigation for actions taken in plenary or committee proceedings of the house or committee.

Enang said the law is meant to strengthen the power of the legislators to carry out their legislative functions.
Other bills signed by the president are Avoidance of Double Taxation Agreement between the Federal Republic of Nigeria and the Kingdom of Spain (Domestication and Enforcement ) Act, 2018; Rail Loan (International Bank) (Repeal) Act, 2018, Chartered Institute of Project Managers of Nigeria (Establishment) Act, 2018, Chartered Institute of Local Government and Public Administration Act, 2018 and Nigeria Agricultural Quarantine Service (Establishment), Act, 2018. - Cable Nigeria

Clerics, others speak on emergence of sex doll in Abuja



Residents of Abuja on Thursday expressed divergent views, including outright condemnation of the emergence of sex dolls in the metropolis, the News Agency of Nigeria (NAN) reports.
Some of the residents who spoke to NAN, however, argued that the sex dolls came at the right time to curb the rate of promiscuity and infidelity among married couples.
They also claimed that it would stem the spread of sexually transmitted infections now on the increase.
However, others have described the lifeless human sized, mostly feminine dolls, as satanic invention fashioned to pollute the minds of the younger generation and a bad development.
NAN reports that the doll is a type of sex toy built with silicon jell materials in the size and shape of a sexual partner, fashioned to aid in masturbation.
The sex doll usually consists of an entire body with human face, or just a head, pelvis or other partial body parts with the accessories like vagina, anus and mouth, for sexual stimulation.
The parts sometimes vibrate and could be removed or interchanged.
Some of the first sex dolls were invented by Dutch sailors in the 17th century who were isolated at sea during long voyages.
Then the dolls were made of sewn cloth or old clothes and were a direct predecessor to today’s sex dolls.
Similarly, an urban legend holds that during the World War II, Adolf Hitler charged one of his commanders to design sex dolls for German soldiers, to prevent them from slaking their lust with non-Aryan women.
Later development saw Silicone dolls made from tin-cure silicone with platinum technology that enhanced better longevity, less prone to tears and compression marks.
Mr Emmanuel Friday, a furniture maker, said sex doll was a well thought out idea considering the various sexually transmitted infections and unwanted pregnancies that had become common among sexually active persons.
“If I have a sex doll and have sex with her, I will not be afraid of contracting HIV or making the doll pregnant; I will enjoy myself without thinking about those negative consequences.
“It will also make some ladies who are arrogant and selfish to begin to humble themselves before their men because they now have a competition.
“For me, I think the sex doll is a good idea in this age of high rate of sexual immorality,’’ Friday said.
Mr Timothy Kuje, a civil servant, said that sex dolls could contribute to the reduction of rape in the society.
He stressed that instead of taking advantage of innocent little girls and older women in the society, it would be better to have one of those dolls to “cool the sexual pressure.’’
Kuje, however, said “with sex doll it will be bye-bye to all those unfaithful girls that can even kill their men out of jealousy.
“We have heard of how women, created by God, are maltreating and killing their husbands; but these dolls cannot do that; instead, they are always there for you.
“The doll will not be unfaithful, nag and hate your family members like real women do. Once bought, it will not demand money for anything.
“This will enable you to save more money to accomplish some projects to better your life and that of your siblings,’’ Kuje said.
Meanwhile, Mr Ikenna Amanze, a journalist, said introduction of female sex dolls was amounted to a contention against the omnipotence of God.
“Sex doll is pure nonsense; they are made of materials and subject to deterioration and breakage.
“I suspect that some of the dolls may be infused with a demonic substance that may cause lot of damages and harm to subscribers than it intends to solve.
“Instead of buying sex doll, I can use the money to build a house in my village or carry out other better projects to help me and my family,’’ Amanze stressed.
Mrs Pepertua Okonkwo, a house wife, alleged that female sex dolls were created for sexual perverts by evil people that were against God’s plan for humanity.
“Having sex with a lifeless object such as a sex doll reduces the man to the level of that object, the act is degrading and reduces one’s integrity.
“Dolls are lifeless, thereby having sexual act with dolls such as “masturbation’’ is against the teachings of God.
“Sex dolls have the tendency of polluting the minds of the younger generation to make them view sexual act different from God’s initial plans for man.
Mrs Ijeoma Ndubuisi, a young mother of one and civil servant, said a man that would go for sex with a doll was less than a man.
Ndubuisi added that such a man lacked courage to win the heart of a lady or a woman.
“Sex has become so liberal to the point that most ladies will accept peanuts to offer sex to any man that can afford to pay.
“I hear that the price of a single sex doll is about N800,000. Such amount of money can get any man many women to have sex with,’’ Ndubuisi said.
Miss Matilda Idoko, an undergraduate, said that sexual engagement with sex dolls could only create unhealthy addiction and false feelings of sexual pleasure.
According to her, such a man will always want to go back to the doll to engage in sexual intercourse.
“It can lead to situation where the man may not want to have anything to do with a real woman. The person will not see natural sex as something beautiful.
“God’s plan for man and woman is to enjoy sex to the fullest, but these sex dolls are created to cause a diversion of God’s plan for us.
“With sex dolls, humanity is doomed, because there will be no procreation which is the original plan of God for us,’’ Idoko said.
Similarly, Malam Dalhatu Ahmed, the Chief Imam of NAN Mosque said “sex doll is haram.’’
According to him, it is demonic and contributes to the high rise of lesbianism, gay and other forms of sexual perversion in the society.
“Almihgty Allah is against all forms of sexual perversions. Sex dolls should not be encouraged because the Creator is against it.

“Allah’s plan for mankind is for man and woman He created to multiply and dominate the earth. Anything outside this, is a sin against Allah,’’ Ahmed said.
However, from the religious angle, Mr Felix Ajide, the Coordinator of NAN Christian Fellowship, said “sex doll is demonic and evil”.
“It is not in line with what God has created. The moment we are trying to replace what God has created then it is a sin.
“The Bible says if we cannot exercise self control then we should marry, but not to sex doll, machine or animal. In fact, the Bible says we should stone such people to death.
“This has contributed to the pollution of the minds of many and lead to high rate of rape, kidnapping and all sorts of activities that are not in line with God’s plan for mankind.
“Society should have a rethink and go back to God. Humans should have self control and avoid being taken away by the false passion for sex dolls that do not glorify God,’’ Ajide said.

Fulani herdsmen first !!! Buhari orders security clamp down on illegal arms bearers

Security agents now have a presidential order to “arrest and prosecute anyone found with illegal arms.”
This is sequel to Thursday’s National Security Council meeting attended by President Muhammadu Buhari, Defence Minister Monsur Dan-Ali  and the Service chiefs.

Buhari giving an update yesterday of the meeting on his Twitter handle yesterday said government was “stepping up our efforts to tackle the proliferation of small arms and light weapons across the country.”
He added: “The security agencies already have standing instructions to arrest and prosecute anyone found with illegal arms.”
Sights of Fulani herdsmen going about with AK 47 and reports of their wanton killings of Nigerians have sparked outrage across the land.
Benue state recently buried 73 victims of such attacks, followed by Taraba where scores of people were also killed.
Government was criticised for looking the other way while the herdsmen went on the rampage.
However, Defence Minister Dan-Ali, emerging from Thursday’s NSC meeting  told reporters that the killings in parts of the country could not be blamed soley on herdsmen,because according to him “there are also militias who also carry arms.”
He added: “Some people were caught with arms and they call themselves Forest Guards or whatever with AK47.
“There is nowhere in this country where arms are allowed to be carried apart from legitimate security forces.
So, anybody carrying any arm is doing so illegally.”

No restructuring ! No progress !! Let’s restructure before 2019 elections - Dickson

The Bayelsa State Governor, Henry Seriake Dickson has called on the Federal Government and other stakeholders to ensure that the country is restructured before the 2019 general elections.
Dickson said restructuring and other recommendations contained in the report released during the week by the leadership of the All Progressives Congress ( APC ) should be treated as a matter of urgent national importance.
The governor charged the ruling party to convince the Nigerian people of its sincerity fast tracking work on the report and ensuring that implementation takes off before the general elections.

He however, called for a multi-party committee to be set up for the purpose of studying the report, with the view to engendering popular participation and fine tuning it to reflect a broader view. This, he said, must be done before a final submission to the National Assembly.
Commending the leadership of the APC for coming up with the report, the governor said the recommendations contained in the document had further strengthened the agitations for true federalism and resource control in the Niger Delta.
Urging the Federal Government to be sincere in the implementation of the recommendations, Dickson also enjoined other stakeholders to shed primordial considerations for the overriding interests of the country.
He expressed optimism that restructuring Nigeria would go a long way in calming frayed nerves and violent agitations and would also strengthen the unity of the country.
Among others, the APC committee report had recommended state ownership of onshore mineral resources including oil and state control of the police, prisons etc.
According to Dickson said had emanated from “unexpected quarters”, having been produced by a committee headed by Governor Nasir el Rufai of Kaduna State. El Rufai had been one of the strident voices opposed to restructuring of the country.
The Governor said the committee’s report addressed some fundamental issues that have been bothering the minds of patriotic Nigerians.
Dickson said, “This development came from an unexpected quarters in a matter that is dear to us; the subject matter of restructuring to address the inequalities in our country. 
Yesterday, Governor El Rufai, who chaired the APC committee submitted the report; While it is true that we are dealing with a proposal, this is coming from an unexpected quarters, and in the light of the opposition to structuring from some leaders, I thought that what the APC did was unexpected.
“Let me start by commending the committee and the leadership of that party for making what I will call the most fundamental proposal dealing with the issue of restructuring. 
“This is very refreshing, and for me, when I see what is right, I commend it; when I see what is in the best interest of our country, I commend it because my politics is driven by conviction and not by convenience.
“With the kind of recommendations that they have made, I thought I should appreciate their patriotism and commitment to building an equitable and prosperous Nigeria”.
He advised the the job of mobilising national consensus on the report should start in earnest, with active involvement of the National Assembly.
“All of us need to mobilise national consensus to engage the National Assembly. So that we can drive all these issues before the next election. That is the test of sincerity”.
On his part, the Governor said he would intensify consultations across party lines to work towards the actualisation of the desired implementation of the report.
On the possibility or otherwise of meeting up with the 2019 general elections, Dickson insisted that it would not be too late to implement the report before the polls.
According to him, this is possible because the APC controls majority in the National and state assemblies and that given genuine commitment on the part of everyone, there is hope for timely implementation. - The Nation

Woman slumps, dies ‘after FSARS arrests son’
Asiata Adeyanju, a 42-year-old woman, reportedly died of shock after operatives of the federal special anti-robbery squad (FSARS) arrested her son.
The incident occurred in the Ilupeju area of Lagos state.
According to The Nation, Muiz, who is 17 years old, was arrested while he was putting off a generator in front of their house.
Muiz was reportedly slapped and hurled into the back of a van by the operatives. His parents did not immediately know of his arrest until he was taken away by the operatives.
Consequently, Asiata who is said to be hypertensive slumped after chasing the vehicle. She reportedly died on the way to the hospital.
Muiz was said to have been released after Musendiku, his father, told FSARS operatives that his wife had collapsed.
“I was pulling the generator’s starter when the policemen grabbed my trousers and asked me to enter the bus. Before I knew what was going on, two of the officers started slapping me,” Muiz recounted his ordeal.
“They took me away with some other people I didn’t know. They were moving round the area, picking up people. They wore black shirts with ‘FSARS’ boldly written on them.”
Also speaking, Musendiku said they had barely left the meeting with FSARS operatives when he learnt that his wife had died.
“The boy was arrested by FSARS when he was about to put on the set. I overheard one of my neighbours, Mr Emmanuel, telling the policemen that the boy lives in the house. I had to break the prayers to attend to the situation. Before I got to the scene, the police van had left the spot. We ran after them but we didn’t see them,” he said.
“I was returning home to take my car and search for the police van when I saw my wife at the street junction, gasping. People around rushed her to a hospital. I joined neighbours in search for the police van.
“We met the FSARS officers at a junction in Ilupeju and I explained to them my wife had collapsed because of my son’s arrest. That was when they released the boy to us. We had barely left that scene when I got a call that my wife had died.”
When contacted, Badmus Dolapo, Lagos police spokesman, told TheCable that Imohimi Egar, the state’s commissioner, has ordered an investigation into the matter.
“We received the report, the commissioner of police Lagos state command CP Imohimi Edgar has ordered discreet investigation into the matter,” Dolapo said.
“If investigation reveals the story to be true, be rest assured any or all officers involved will be dealt with decisively.” - Cable Nigeria

Terrorism : Again Fulani herdsmen strike in Plateau, kill 8

Eight persons have been killed and 10 others injured, after suspected Fulani herdsmen launched a fresh attack on Jabu-Maingo village of Bassa Local Government Area of Plateau State.

It was gathered that the attack which took placed at about 9:00pm also left 20 houses burnt with foodstuff and property worth millions of Naira destroyed.
Police Public Relations Officer in the state, ASP Tyopev Matthias Terna, confirmed the attack and said three persons were killed, eight others injured and 20 houses burnt with foodstuff.
“The Command received a distress call at about 9pm on Thursday that some gunmen suspected to be Fulani herdsmen were attacking a village at Jebu-Maingo in Bassa Local Government Area of Plateau State.
“Mediately, the Divisional Police Officer mobilised his men to the scene and also the command mobilised some armed men to go for reenforcement, on arrival when the assailants sited the police, the armed men suspected to be Fulani herdsmen deserted the village.
“After then, we discovered that three people lost their lives, two have been identified as Danlami of Kwal District, Emmanuel Audu of Jebu-Maingo and the third person is yet to be identified, 20 houses were set ablaze and eight various persons sustained gun shots injuries and were taken to Enos hospital Bassa treatment.”
Plateau state governor, Simon Lalong, who condemned the fresh killings in the state, described those who are spreading rumour that Government has carved out land in Riyom, Barkin-Ladi, Bassa and Bokkos Local Government Areas for cattle colonies in fulfilment for his pledged to Fulani’s in the state as liars. - Daily Post

Alfa arrested for allegedly duping victim of N4m


The Nigeria Security and Civil Defence Corps, NSCDC, Ondo State Command has arrested an Alfa identified as Oladele Ayuba, for allegedly duping a man to the tune of N4m.
The Corps Commandant, Pedro Ideba, while parading the suspect said, “Ayuba was arrested following a complaint by one of his victims, Tajudeen Ekundayo, who lost N4,300,000 to him, He has also defrauded many of the people who approached him for prayers of various amounts ranging from N300,000 to N36m.
Ideba said, “Immediately the complaint was lodged at the Command headquarters, my men swung into action and arrested the man, who is the kingpin of a syndicate in Arigidi Akoko, while other members of the syndicate are still at large.”
The commandant further revealed that so many criminal activities ranging from kidnapping to ritual killing and fraud have been traced to the cleric who hails from Ilorin, Kwara State.
Ideba said the traditional ruler of Arigidi Akoko, Oba Yisa Olanipekun, had written a letter to the state command on the alleged criminal activities of the suspect, adding that the cleric would soon be charged to court. - Daily Post

Chelsea are thought to be exploring the possibility of bringing Arsenal striker Olivier Giroud to Stamford Bridge on loan for the remainder of the season, according to Sky Sports reporter Gianluca Di Marzio, cited by GFFN. 
Giroud, 31, has failed to nail down a starting spot in Arsene Wenger’s starting line-up this season after the arrival of Alexandre Lacazette in the summer, and has had to settle for a starting spot in cup competitions.
However, the same reporter has also stated that Giroud isn’t so keen on the move across London to join up with Antonio Conte, as he fears he won’t be getting enough game time.
Chelsea have been linked with several Premier League strikers this month, including Peter Crouch and Ashley Barnes, and it looks like the Blues may have to keep searching with Giroud not keen on joining the Gunners’ rivals.

President Muhammadu Buhari says it is disgraceful that no Nigerian refinery currently performs up to 50 percent capacity.
Buhari said this when Antonio Vella, chief upstream officer of Eni, led a delegation to the presidential villa in Abuja on Friday.
Buhari recalled that during his tenure as a military head of state, all the nation’s refineries were working.
“In my first coming, all our refineries were working. Port Harcourt used to refine 60,000 barrels per day, and it was later upgraded to 100,000 barrels,” he said.
“Kaduna and Warri were also working optimally, and we used to satisfy the demands of the local market. We also exported 100,000 barrels of refined petrol.
“Now, no refinery is performing up to 50%. It is a disgraceful thing.”
Buhari also appreciated Eni for its upcoming investments in the oil industry, which include rehabilitation of Port Harcourt refinery, and the building of a new one.
Vella, said his organisation had presented a technical proposal to the Nigerian National Petroleum Corporation (NNPC) to rehabilitate the Port Harcourt refinery.
He said the firm had also done a feasibility study on a new refinery of up to 150,000 barrels per day capacity.
“Site selection has been completed, and 50 new graduates have already arrived in Italy for a training that will last seven months,” he said.
“There are other upstream initiatives, and a deep water project, with estimated expenditure of $13bn,” Vella disclosed.
The oil company also plans to double power generation capacity from its plant in Delta State from its present 500MW to 1,000MW, spending $750m in the process. - cable Nigeria

President Muhammadu Buhari said on Friday the income accruing to the country from rising oil prices in the international market would be spent on infrastructural development.
He made the promise while receiving a delegation from Eni, led by the Chief Upstream Officer, Mr. Antonio Vella.
The President, in a statement issued by his Special Adviser on Media and Publicity, Femi Adesina, said extra funds outside the provision of year 2018 budget “would be deployed to infrastructure projects like roads, rail, and power, for the good of our people, and for the development of the country.”

The 2018 Budget provisions had been predicated on $45 per barrel by the Federal Government and the Senate had adjusted it to $47 per barrel.
However, oil prices increased to $70 per barrel this week.
President Buhari also commended Eni for its upcoming investments in the oil industry, which included rehabilitation of Port Harcourt refinery and the building of a new one.
