Buhari: Only those with integrity will make my next cabinet

Buhari: Only those with integrity will make my next cabinet
President Muhammadu Buhari says only those with integrity and interest of Nigeria will be considered in the next cabinet.
He also promised to appoint more women and youth during his second tenure, acknowledging the “significant role” they played toward his re-election.
He said his administration would not disappoint them.
Buhari spoke at a dinner the All Progressives Congress (APC) women and youth organised to celebrate his re-election, on Saturday.
He said more fertilizers were being made available to Nigerian farmers at a lower rate, adding that this has resulted in an increase in agricultural production and reduction in food importation.
Buhari also called on Nigerian youth to embrace agriculture to ensure more food sufficiency and food export.
He again faulted the 16-year rule of the Peoples Democratic Party (PDP) which he said, “wasted the nation’s resources”.
According to him, the country witnessed “rampant infrastructure decay” in spite of the huge resources earned during the period.

SERAP drags FG, States to ECOWAS Court over ‘attacks on journalists, bloggers’

The Socio-Economic Rights and Accountability Project (SERAP) has dragged the Federal Government and State Governments to ECOWAS Court of Justice in Abuja over frequent and repressive application of the Cybercrime Act to harass, intimidate, arbitrarily arrest, detain, and unfairly prosecute anyone found publishing views or facts perceived to be critical of the government at the federal and state levels and government officials.
In the suit number ECW/CCJ/APP/09/19 filed last week at the ECOWAS Court, SERAP is arguing that: “The Federal Government and several state governments and their agents have trampled on the rights to freedom of expression and information of bloggers, journalists, activists, and social media users through the repressive use and implementation of the vaguely worded provisions of the Cybercrime Act.”
The suit filed on SERAP’s behalf by its Solicitor Femi Falana, SAN states: “The fundamental question for the court is whether the federal and state governments, by using and applying the Cybercrime Act and other similar laws on cyberstalking and sedition to prosecute journalists, bloggers and activists over perceived critical views, violate the rights to freedom of expression and access to information. SERAP submits that, under international freedom of expression jurisprudence, the answer is YES.”
The suit read in part: “The idea of a democracy is that the people are encouraged to express their criticisms, even their wrong-headed criticisms, of elected government officials, in the expectation that this process will improve the process of government. In circumstances of public debate concerning public figures in the political domain and public institutions, the value placed by legal principles and jurisprudence upon uninhibited expression is particularly high.
“The systematic and persistent use of the Cybercrime Act and other similar laws on alleged cyberstalking to prosecute and imprison journalists, bloggers and activists for their criticism of public officials runs afoul of freedom of expression principles, namely: that criminal prosecutions against journalists and bloggers is never an appropriate remedy for alleged defamation of government officials, and that news reporting about government officials are matters of public interest, which should be accorded heightened protection.
“Sanctions for defamation should not be so large as to exert a chilling effect on freedom of opinion, expression and media freedom; penal sanctions, in particular imprisonment, should never be applied. This implies a free press and other media able to comment on public issues without censorship or restraint and to inform public opinion. The public also has a corresponding right to receive output.
“Section 24 of the Cybercrime Act which provides for the offence of cyberstalking has been severally used and applied by the Defendant and its agents and several state governments across the country in molesting, intimidating, harassing and witch-hunting anyone found publishing views or facts deemed critical of government and/or government officials.
“The vaguely worded offence of cyberstalking as stated in the Cybercrime Act is accorded a wide interpretation that extends to factual and true reports by activists, journalists, social media users and bloggers, thereby leaving a chilling effect on the rights to freedom of expression and information and media freedom and on citizens’ participation in the fight against corruption.
“The abusive and repressive use of the vaguely worded provisions of the Cybercrime Act to stifle and muzzle perceived critics, journalists, bloggers and other media practitioners is an affront and it is dangerous to the rule of law and protection of the human rights of people.
“Stories published online have been deemed ‘offensive’, ‘obstructive’, ‘insulting’ or ‘annoying’ with actionable consequence under section 24 of the Act even when the stories are true, correct and factual. Some stories published through traditional media outlets (print and electronic) that were never sanctioned by the government have been sanctioned by the same government upon being republished through online platforms.

“SERAP chronologically highlights in this suit some of the high-profile cases of harassment, intimidation, arrest, unlawful detention, prosecution and imprisonment of journalists, bloggers, and activists for alleged cyberstalking.”
SERAP is seeking the following reliefs:
1.A DECLARATION that the actions of the Defendants and its agents and several states of Nigeria in arbitrarily enforcing the provisions of the Cybercrime (Prohibition, Prevention, etc) Act 2015 particularly its section 24 to harass, intimidate, arrest, detain, prosecute and imprison journalists, bloggers, and social media users, violate the rights to freedom of expression, information, opinion and privacy and media freedom, guaranteed under Articles 6,8,9 and 24 of the African Charter on Human and Peoples’ Rights; Articles 7,9,17 and 19 of the International Covenant on Civil and Political Rights to which Nigeria is a state party
2. A DECLARATION that the provisions of the Cybercrime (Prohibition Prevention, etc) Act 2015 are entirely inconsistent and incompatible with international human rights standards and infringe on the rights to the freedom of expression, information and opinion guaranteed under the African Charter on Human and Peoples’ Rights
3. A DECLARATION that the continuing use and application by the Defendant and its agents and several states in Nigeria of the Cybercrime is illegal and unlawful, as it amounts to breaches of obligations to respect, protect, promote and fulfil the rights to freedom of expression and information and media freedom
4. AN ORDER directing the Defendant to immediately repeal and/or amend the Cybercrime (Prohibition, Prevention, etc) Act 2015 in line with Nigerian obligations under international human rights law
5. AN ORDER directing the Defendant and/or its agents and several states of Nigeria to provide effective remedies and reparation, including adequate compensation, restitution, satisfaction or guarantees of non-repetition that the Honourable Court may deem fit to grant to human rights defenders, activists bloggers, journalists and other online and off-line media practitioners that have been harassed, intimidated, unlawfully arrested, detained, and unfairly prosecuted by the Defendant
6. SUCH FURTHER orders the Honorable Court may deem fit to make in the circumstances of this suit.
No date has been fixed for the hearing of the suit.

CL : Manchester City facing ban after new evidence emerges

Manchester City are facing a Champions League ban, after German magazine, Der Spiegel leaked a new tranche of emails.

The messages provide more detail of how City allegedly circumnavigated UEFA’s Financial Fair Play rules.
The Premier League champions also look as though they are facing another FA inquiry, after it was alleged that they misled the FA over the third-party ownership of a player, Bruno Zuculini.
But the most serious outcome for City would be a Champions League ban, which would affect their ability to recruit players and to balance their books without additional funding from their owner, Sheik Mansour, which is not allowed by UEFA rules.
City are already being investigated by UEFA, after leaked emails last November appeared to show how they used direct funding from Abu Dhabi United Group, the investment fund owned by Sheik Mansour to supplement sponsorship deals.
UEFA’s rules place a strict limit on the cash an owner can inject directly into a club to prevent over-inflation in the football market.

2019 UTME: JAMB speaks on ‘cancelling’ biometrics

The Joint Admissions and Matriculation Board (JAMB) says it will not rescind its decision on the use of biometrics in the conduct of its Unified Tertiary Matriculation Examination (UTME).

This was contained in the board’s weekly bulletin issued on Sunday in Lagos, NAN reports
According to the bulletin, the importance of biometrics in the conduct of the board’s examination cannot be overemphasised.
It noted that the Biometrics Verification Machine (BVM) was introduced by the board in an attempt to get rid of the numerous forms of examination malpractice.
It said the BVM was a security mechanism used for the authentication of candidates’ identity as it provided access to the individual data, based on physiological characteristics.
“The core value of a biometric verification process lies in its ability to provide extra layers of security and protection against counterfeiting and impersonation.
“The increasing threat of identity fraud during the board’s UTME before the advent of the BVM necessitated its introduction for capturing biometrics of candidates to counter fraud.
“The candidate’s 10 fingers are captured during registration and are used as clearance to admit them into the examination hall.
“There are various types of biometric solutions but JAMB opted for fingerprint recognition, to eliminate all forms of infractions.
“Biometric security is surely a breakthrough for the board because the fingerprints recognition technology provides a greater degree of security as it is impossible to steal, forget, lose or compromise data already captured.
“Therefore, the adoption of biometrics in the conduct of our examination is here to stay,” the bulletin read.
It reassured candidates that their fingerprints would not be used for any purpose other than identification.
According to the bulletin, the benefits of the BVM are immense and indispensable to the assessment process.

NDLEA arrests 1,247 drug offenders in Edo

Edo State Command of the National Drug Law Enforcement Agency (NDLEA), has announced that no fewer than 1,247 suspected drug criminals were arrested between 2015 and 2018.
The State Commander of NDLEA, Mr Buba Wakawa, who disclosed this in Benin, said the Command also seized 186,501kg of various narcotic drugs and 164.6 hectares of cannabis plantation destroyed in the same period.
Buba disclosed this at the weekend during the inaugural meeting of the Edo State Drug Control Committee (ESDCC).
He said that a total of 726 persons with drug abuse problem were counselled, while 15 drug dealers were convicted at the Federal High Court in Benin.
According to him, “We can change the negative narrative of cannabis plantation to food production in Edo State. We can also reduce the number of school dropouts, reduce the rate of criminal activities thus preventing cultism and promoting sound health.”
Buba noted that Nigerian government took a major step in 1999 by developing the National Drug Control Master Plan.
The plan, he said, seeks to address the disparity between law enforcement and drug demand reduction.
“The current master plan 2015 to 2019 is a product of extensive consultation with stakeholders, thus lending credence to the fact that the Agency cannot win the fight alone,” he said.
The State Governor, Godwin Obaseki, was represented by the Commissioner for Health, Dr David Osifo, at the event.
He noted that drug control guarantees public health and safety, active and vibrant workforce as well as a secured future for the youths.
The Governor said it is dangerous for any government to treat the problem of drug abuse with kids’ gloves.
He charged the committee to work within the terms of reference in addressing the drug problem in the State.
The committee is expected to formulate and implement policy decisions on drug control. Other functions include the provision of structures at the State level in coordinating and implementing drug control programs in partnership with stakeholders.
The committee will also provide technical and logistic capacity to implement drug responses, boost anti-drug abuse sensitisation, advocacy and prevention activities in the State.

PL : Chelsea down lively Fulham 2-1

First half goals from Gonzalo Higuain and Jorginho earned Chelsea a 2-1 win over struggling Fulham in an entertaining south-west London English Premier League (EPL) derby on Sunday.
On-loan Argentine striker Higuain volleyed home Chelsea’s first after a perfectly-timed run on to a 21st minute cross by Cesar Azpilicueta overlapping with Willian down the right.
Yet barely six minutes had later Craven Cottage erupted when Calum Chambers drifted unmarked to the back post and scored from a Ryan Babel cross following a corner kick.
Fulham’s players rushed to celebrate with new interim coach Scott Parker.
It was Parker’s first game in charge following the sacking of Claudio Ranieri, a former Chelsea boss, after less than four months in charge.
The jubilation was short-lived, as Brazilian Jorginho put Chelsea back in front in the 31st minute, thumping in a cut-back ball by Eden Hazard from outside the area.
Chelsea’s Kepa Arrizabalaga was back in goal after being dropped in midweek over his refusal to be substituted during last Sunday’s League Cup final.
He had to deal with a swirling wind off the Thames River and made a series of sharp saves from Aleksandar Mitrovic, Tom Cairney, Ryan Sessegnon and Joe Bryan.
Fulham were on top for significant periods of the second half and had a goal disallowed for offside but the result kept them 19th, 10 points from the safety zone.
Chelsea stayed sixth but moved to within a point of fifth-placed Arsenal.

How I cheated death, Osinbajo gives testimonies at Holy Ghost Service

Nigeria’s Vice President, Prof. Yemi Osinbajo, has narrated in details how he cheated death in last month’s Copter crash in Kabba, Kogi State at the Holy Ghost Service at the weekend.
He was emphatic that the prayers by Pastor Enoch Adeboye, General Overseer, Redeemed Christian Church of God, RCCG, saved his life.
Speaking at the event to mark Adeboye’s 77th birthday anniversary, Osinbajo revealed details of the prayers he received at the Redemption Camp from Mr Adeboye, the general overseer of the church, hours before the helicopter crash he and 11 others survived in Kabba, Kogi State.
“I am Yemi Osinbajo, Pastor in charge of Lagos Province 48 of RCCG,” he began as the congregation cheered excitedly. I thank God for the salvation of my soul.
“Two testimonies: The first is that on February 2nd, I came late for the Holy Ghost Service. After the service, I went to see Daddy in his office and he said he wanted to pray for me. My wife, Dolly, and I knelt down as he prayed, ‘Father, I want you to give special protection to your son.’
“He prayed that three times and stopped. Then he prayed it again. I was getting worried about why he had to pray that way. But anyway, later that day the helicopter I was travelling in crashed in Kabba. All 12 of us in the helicopter survived without a scratch. I want to bless the name of the Lord for that.”
“My second testimony is that on February 23, I was re-elected with President Buhari, for a second term as Vice President and I want to praise the Lord. Praise Jesus. Who did it?”
‘Jesus!’ The congregation roared.
The wife of the General Overseer, Folu Adeboye, had earlier offered her usual prayers for all nations, during which she specifically thanked God for the largely peaceful presidential and National Assembly elections.
In his sermon, with the theme ‘Swimming in Glory – 3,” later, Mr Adeboye dwelt on the story of the woman with the issue of blood in Mark 5: 25-34 to show how God changes situations for good.
He highlighted five takeaways from the text by tracking the woman’s action from the decision that she would seek a solution from Jesus to the 12-year ordeal, through the self-assurance that she could; and the determination that nothing, not even the crowd around Jesus and their possible hostility towards her, would stop her. She braced all odds to touch the hem of Jesus’ garment in a way that made him feel that some virtue had left him.
Those were days when Jesus lived physically among us, said Mr Adeboye who explained that it is still possible to touch God through Jesus.
Citing biblical evidence and testimonies, he listed three ways God could be touched as faith, prayers and giving.
He said demonstration of faith touches God. In a testimony, he recalled that soon after assuming the position of general overseer, he embarked on visits to the various parishes of the church. There were only 40 parishes then.
A woman who was desperately looking for the fruit of the womb missed his team at the only parish in Alagbado in Lagos then and broke down hysterically.
“God, now I know you don’t want me to have a child. I didn’t say I wanted this man to pray for me, I just wanted to see him and now he has come and has gone. It means you don’t want me to have a child,” he remembered her as saying.
But a member of the church told her the next church the team was to visit. With her hope renewed, she left.
“The following day, she went to that church we were to visit first thing in the morning, and waited until we arrived. Of course, she didn’t know our identities. She wasn’t a member of the church but she knew that sooner or later they would introduce the special guest,” the cleric said.
“So, she sat down and waited. When we were later introduced, and I stood up to preach, she asked someone, ‘Is that the man?’
They said, “Yes.”
“She said, “Glory be to God, I know I am pregnant.”
“Nine months later, she had a baby boy.”
Touching God through prayers: From the bible, he gave the example of a blind man, Bartimaeus (literally “Son of Timaeus”), by the pool of Bethsaida, who prayed so desperately, as Jesus passed by, that he got his healing.

Mr Adeboye also cited his own experience of how his prayer may have led to a tremor at the Redemption Camp, which was felt as far as in Ijebu Ode in Ogun State.
His account: “In those days, nobody lived at the Redemption Camp. I am sure some of the elders of the church would remember when one day an antelope bumped into our Ministers’ Conference. Poor animal, it ended up in the stomach of some people.
“Early in the morning every Tuesday, I would leave my house in Mushin for the Camp and be there until Thursday morning when I went to the Headquarters for Faith Clinic. The only other people in the Camp then were the carpenters who were working, and they would stop as soon as it is dark and retire for the day.
“But I wanted to seek Him; I wanted to be alone; with no noise and nothing to distract me. One night – I remember that night like yesterday – I prayed: ‘Father, I surrender all; it is only you now; that is all I want. I don’t want to be an ordinary pastor. Please, I am not seeking anything else. Not seeking for gold, not seeking for clothes, not seeking for fame; I want you to empower me so I can do this work. And if you are not going to do it, take me away.’
“That day, He answered, and there was a tremor in the Camp. The tremor went as far as Ijebu Ode where pictures that hung on the wall were dropping.
“When you seek God with all your heart; when you seek Him in desperation, you will find Him.”
The Special Holy Ghost Service continued on Saturday with a Holy Communion and an Anointing Service; and ends Sunday with thanksgiving.

Nnamdi Kanu a ‘loquacious coward’ – OPC reacts to IPOB’s threat to attack Yorubas

A faction of the Oodua People’s Congress, known as OPC New Era, has described leader of the Indigenous People of Biafra, IPOB, Nnamdi Kanu, as a ‘loquacious coward’ who after fleeing Nigeria now wants to bring mayhem into the country.

The group said this in reaction to the threat by the IPOB leader to attack Southwesterner if Igbos living in their region were killed in any post-election violence.

However, Comrade Adesina Akinpelu, National Public Relations Officer (PRO) of New Era OPC, in a press release made available to journalists in Ibadan yesterday, said: “Nnamdi Kanu is nothing but a ‘loquacious coward’ who wants to take advantage of every situation to advance his narrow-minded interest.

“If not for the purpose of setting the record straight; OPC would not have descended so low to react to Kanu’s careless postulations.
“This is a guy who brainwashed many young Igbo youths into joining IPOB and left them to be killed by soldiers. This coward who fled the country like a thief in the night is now threatening to attack Yoruba land.

“We urge him to carry out the threat. What soldiers did to him and his brainwashed members will be a ‘child play’ compare to what we would do to them.”
Notwithstanding his reaction to Kanu’s threat, Akinpelu said his group noted the reported attacks on people of Igbo tribe living in Lagos State during the Presidential and National Assembly elections.
He called for the immediate arrest of those who perpetrated the attacks.
He said: “We members of Oodua People’s Congress, New Era, condemn in its totality the recent attack on Igbo people in Lagos State over their decision to cast their votes to those they want.
“How can any sensible person attack fellow human being just because he or she has a preferred candidate to vote for? Every Nigerian has the right to vote for any candidate he or she wants. Those miscreants who attacked and prevented law abiding Igbo people from voting in Lagos State and their sponsors must be fished out and made to pay for their crimes.”
Akinpelu added that the former OPC members who took part in the attack have deviated from what OPC stands for and so they must be made to pay for their crimes as they are bad eggs.
“These are the bad eggs who are no longer members of the OPC. These are the miscreants that we are talking about. We organised an election stakeholders meeting before the election in Ibadan and we raised the alarm that some former OPC members were trying compromise the integrity of the Congress by becoming attack dogs to a high profile politician in Lagos State,” he explained.
