Togolese arrested for defiling underage girls

The Lagos State Police Command has arrested a Togolese, Dominic Samson, described as a specialist in defiling underage girls in Ejigbo, Lagos, South-West Nigeria.
On October 8, 2018, around 8.50 p.m., a complaint was made to the Divisional Police Officer in charge of Ejigbo Police Station, CSP Olabisi Okufowobi by the father of one of the children defiled and indecently assaulted by a Togo national, Dominic Samson, 31, who resides at 28 Olusesan street, Ejigbo.
The complainant stated that while he was busy fending for his family, Dominic Samson, a neighbour, was home having sex with his 15-year-old daughter.
Based on his complaint, the DPO, a female officer, with extensive training in children and women rights, interrogated the victim and she confirmed the report.
She confirmed that the suspect did not only defile her but sodomised her by having anal sexual intercourse with her.
She further revealed that she was not the only victim of the suspect’s indecent sexual behaviour. She named five other victims who are within 13 to 15 years age bracket.
All the victim’s except the sixth had been identified, interrogated and their statements recorded. The girls revealed that the suspect sometime bring all of them together in one room for an orgy and thereafter give them a cash reward of fifty Naira each.

The five survivors had been taken to the Mirabel Centre where the doctor’s report confirmed that the victim’s were indeed defiled as alleged.
The state Commissioner of Police, Imohimi Edgal admonished parents to be mindful of their children as that is the only panacea to the rising cases of sexual exploitation and abuse of children. - PM NEWS

The outgoing Governor of Ekiti State, Ayodele Fayose, has said that he was going to the office of the Economic and Financial Crime, EFCC, today with his bedclothes, pillowcase, English and Yoruba bibles.
Fayose’s tenure expired midnight on Monday.
The Governor’s immunity ends along with his tenure and he has been invited to the headquarters of the EFCC.
Fayose will be answering to allegations that he received about N1.3bn from the Office of the National Security Adviser, NSA through the then Minister of State for Defence, Senator Musiliu Obanikoro.
Fayose told reporters in Abuja “I will be there on Tuesday. I am not begging for any bail. It is up to them. If they want me, they should just give me a bed
“I have done by bed bedclothes, I have done my pillowcase, I have my English and Yoruba bibles.

Why we killed Red Cross aid worker, Hauwa Leman – Boko Haram

The Islamic State West Africa Province (ISWAP), a faction of Boko Haram, has explained why they executed Hauwa Leman, an aid worker with the International Committee of the Red Cross (ICRC).
The terrorists also vowed to keep Leah Sharibu, the Dapchi schoolgirl, as “a slave for life”, TheCable gathered.
In a short clip, Leman was forced to kneel down, with her hands tied inside a white hijab, which has a crest symbol, and then shot at close range.
ISWAP, in a short statement, said: “We have kept our word exactly as we said, by killing another humanitarian worker, Hauwa Leman, who is working with the International Committee of the Red Cross (ICRC) that were abducted during a raid on a military facility in Rann, Kala Balge in March 2018.
“Saifura and Hauwa were killed because they are considered as Murtads (apostates) by the group because they were once Muslims that have abandoned their Islam, the moment they chose to work with the Red Cross, and for us, there is no difference between Red Cross and UNICEF.

“If we see them, we will kill the apostates among them, men or women, and chose to kill or keep the infidels as slaves, men or women.” - Daily Post

Police arrests ‘one-chance’ bus driver for allegedly raping female passenger


Police in Anambra State has arrested one Chinedu Uyanna, male aged 28, a bus driver who works with a robbery syndicate in Onitsha city and environs.
Uyanna, a native of Nkpor Uno in Idemili South LGA of Anambra State was arrested on Sunday night, after he and other members of his gang who are still on the run diverted their passenger-bus into a bush and raped a female passenger(name withheld), before robbing their passengers of their belongings.
The spokesman for Anambra State police command, SP Haruna Mohammed who disclosed this in a press release said the gang was notorious for robbing and raping their passengers, within Onitsha and environment.
Haruna said, “At about 10pm, Police Patrol team attached to Oyi Division arrested one Chinedu Uyanna. Suspect along with his fleeing accomplices belonged to a syndicate who specialised in robbing passengers using a Mitsubishi L300 bus with REG number XC 489 GWA .
“The gang members who posed in their vehicle as commuter bus drivers conveyed passengers from Nkpor to Ogbommanu in Onitsha, but suddenly diverted to Umunya/Tansian University road and allegedly raped the female passenger, stole her bag, ATM card and other items before the police swooped on them, leading to the arrest of the bus driver while other gang members escaped.
“Meanwhile, the victim was taken to Chira Hospital Awkuzu for medical examination and the Mitsubishi bus used in perpetrating the dastardly act was recovered. Efforts are ongoing to apprehended other fleeing members in order to bring them to Justice.”
Haruna assured members of the public of the readiness of the command to stem crime in the state, and to arrest and prosecute offenders where they insist on committing them, but warned passengers to beware of the vehicles they board.

“The Command reassures the Public of it’s readiness at ensuring that all citizens are protected especially during this ember months period and implore them to be weary of the vehicles they board particularly unregistered ones in order not to fall victims of one chance robbery.” - Daily Post

Businessman Abandons Car , Stolen Auto Parts On Sighting Police



The saying “only the guilty are afraid” aptly captures what transpired between a Police patrol team led by the Area Commander in-charge of Area D Command, Mushin, ACP Akinbayo Olasoji and a motorist, later identified as Pius Kingsley Ebere, a big time auto parts dealer based in Ladipo market, on Friday, October 12, 2018.
On the said date, the police team stopped a Honda Accord saloon car with registration number FST 616 DV, owned and driven by Pius Kingsley Ebere, for a routine check; but instead of allowing the police do their job, the suspect hurried out of his car and escaped into the of darkness of the night. The vehicle was towed to the station and the run away suspect was eventually arrested.
When the car was searched, the following items, engraved with registration number AAA 472 CP believed to be that of the vehicle from which it was stolen, were recovered from the suspect: two headlamps, car stereo, four side door automatic control panels, brain box, side mirrors and four rear seats.
Investigation revealed that the items were stolen from a Lexus GX 472 SUV aka Jeep, belonging to one Suleiman Waheed Adebola. He has been contacted and he affirmed that the recovered items were parts of his car vandalised in Ekoro area of the state.

Other items recovered from the suspect’s car include: five brain boxes of Toyota and Lexus vehicles, four car stereo sets, a pair of Toyota Corolla 2011 rear lights, a pair of Toyota Corolla 2011 headlamps, three pairs of side mirrors and one front grill cover of Infinity Jeep. All recovered items are engraved with licence registration numbers by their various owners who had been contacted by the police to report with proof of ownership.
Further revelation by the suspect, led to the arrest of his accomplice, one Peter Attah, aka Dangote, also an auto parts dealer at Ladipo Auto spare parts market where search warrant was executed and various types suspected stolen car parts were recovered.
The state Commissioner of Police, Imohimi Edgal, advised vehicle owners to engrave their registration numbers on their vehicle parts to discourage vandals and predispose them to arrest by the police.
Recall that exactly two months before the latest incident, 12/08/2018, another auto parts dealer from same Ladipo market, one Daniel Ekwerekwu, was confronted by a police patrol team from Anthony Police Division in early hours of the morning as he was vandalising cars parked on the streets of Mende-Maryland; unfortunately his attempt to evade police arrest, ended fatally as his effort to scale a high wall, led to his death. - PM NEWS

Nigerian passport with 10-year validity effective December


Mr Mohammed Babandede, Comptroller-General, Nigeria Immigration Service (NIS), has said that the issuance of Nigerian Passport with 10 years validity will commence in December, 2018.


Babandede made the disclosure when he visited Gov. Abiola Ajimobi of Oyo State on Monday in Ibadan.

The News Agency of Nigeria (NAN) reports that the immigration boss and some senior officers were in Ibadan for the first International Conference on Border In-Transition at the University of Ibadan.
He explained that the new passport would have features that could stand the test of time, adding that it would run concurrently with the old ones.
“We thank President Muhammadu Buhari for approving the new passport with 10 years validity.
“We have also repositioned and improved on our services as directed by the president,” he said.
Babandede said NIS had also improved accessibility to visa through the introduction of Visa-on-Arrival for immigrants whose country was without an embassy.
“We have initiated the centralization of Temporary Work Permit for immigrants who are in the country for a temporary assignment as well as made it easy for women to do change of name across the states.
“We have also introduced forward-front-border patrol to curtail activities of smugglers and criminals within the border areas.
“We will continue to ensure adequate security of the border and country at large,” he said.
He said that the president had directed that NIS officers should patronize the bushes unlike the street patrol system which operated before his administration.
In his response, Ajimobi charged NIS to ensure regular monitoring of the nation’s borders for the sustenance of peace in the country.
Ajimobi, who was represented by his deputy, Chief Moses Adeyemo, admonished the NIS boss to initiate policies towards checking illegal immigrants into the country.

17,000 teachers to write TRCN examination

The Registrar, Teachers Registration Council of Nigeria (TRCN), Prof. Segun Ajiboye, has said that more than 17,000 teachers would write its qualifying professional examination in October.
Ajiboye, who spoke in an interview with newsmen in Ibadan on Monday said that the nation’s education system had to be sanitised to remove quacks from the teaching profession.
According to him, only those who are qualified, registered and licensed will be allowed to practice in the country.
“All these are part of the government’s efforts to ensure quality standards in education practice, especially in the teaching profession,” he said.
He said that the council would conduct the Oct. 2018 diet of the professional qualifying examination across the country on Saturday, Oct. 20, 2018.

He urged employers of teachers to demand for the TRCN certificate before recruitment and promotion of teachers. - PM NEWS

Speaker raises alarm over influx of sex workers in Benin


The Speaker of the Edo State House of Assembly, Mr. Kabiru Adjoto, has raised the alarm over the influx of commercial sex workers in the Benin metropolis.
Adjoto, who spoke during a ministerial briefing by the Commissioner for Youths and Special Duties, Mr. Mika Amanokha, in the House on Monday, decried the presence of indecently dressed women around the legislative quarters.
He explained that the commercial sex workers, mostly teenagers, milled around the quarters and hotels in the area from 9pm till dawn.
Amanokha had said that the information available to him indicated that they (sex workers) were business people.
But the Speaker, who did not seem satisfied with the answer, asked, “What kind of business are they transacting? Youths going naked, between the ages of 17 and 18 (and) you say they are in business?”

However, the commissioner stated, “Mr. Speaker, I take very strong note of that. I will drive around the area to see what is going on there.” - Daily Post

2019: FG to invest more on health, education — Minister

The Minister of Health Prof. Isaac Adewole has assured Nigerians that the President Muhammadu Buhari’s administration would invest more on health and education in 2019.
The Minister gave the assurance in a statement issued by Mrs Boade Akinola, Director Media and Public Relations of the Ministry on Sunday in Abuja.
According to Akinola, the Minister gave the assurance during a peer review meeting with Chief Medical Directors (CMDs) and Medical Director (MDs) across the country.
“The meeting, was to enable the participants exchange ideas, share experiences and appreciate challenges confronting each facility in order to help government address them and if necessary capture them in the 2019 budget,’’ he said.
The minister said, government would not only invest more money on health but also on education.
He added: “We need healthy people to drive the economy as we also need educated people to drive the economy so we would not neglect our human resources.

“I assure you that for 2019, this government would put more money on health and education and we would make our people proud,” the minister said.
Earlier, the Medical Director, Federal Medical Center Ebute-Meta and the host of the meeting, Dr. Adedamola Dada, said the hospital had embarked on renovation of some of the existing infrastructure in the facility.
He, however appealed to the Minister to assist the facility in persuading the Nigerian Railway Corporation to release more land space to the hospital for the required expansion.
Dada also informed the minister that since the hospital has automated its Internally Generated Revenue (IGR) collection, it has witnessed continuous monthly increase in IGR and has substantially reduced the leakages.
He added that the hospital had also helped improved the capacity of staff through relevant training programmes. - PM NEWS

Presidency ordered EFCC to detain Fayose indefinitely – PDP alleges


The Peoples Democratic Party (PDP) on Monday alleged that the “Presidency has directed the Economic and Financial Crimes Commission (EFCC) to incarcerate, indefinitely,” the outgoing governor of Ekiti State, Ayodele Fayose.

In a statement issued by the National Publicity Secretary, of the PDP, Kola Ologbondiyan, PDP claimed that the “information at the party’s disposal and all over the social media indicate that the Presidency has put the commission on alert to arrest the governor at midnight today and detain him indefinitely.”
PDP alleged that the directive by the “Presidency is not unconnected with the plot to use the EFCC and other security agencies to incarcerate the governor owing to his persistent criticism of the President Muhammadu Buhari-led APC government.”
The statement added, “This uncompromising stands of the outgoing governor against the present
administration was the reason Ekiti State was invaded and taken by force during the last governorship election.
“By 12 midnight, the governor’s residence is expected to be surrounded by armed men of the EFCC under the pretense that they had information of his plot to escape. This is to achieve their plan to humiliate the governor and portray him in bad light to the public by dramatising his arrest.
“Nigerians can recall that it was the governor who offered to submit himself to the EFCC despite the commission’s clear display of bias and partisanship as demonstrated in its various actions, especially its tweets and putting the governor on security watch-list.
“EFCC even unprofessionally showed its bias in deriding the governor, making light of a very serious matter by mocking him and asking him to come before his tenure elapsed, which the governor declined in line with the constitutional immunity.
“It is now beyond dispute that Governor Fayose is not a scoundrel running away from justice. Whatever the EFCC, APC, and the Presidency’s spin-doctors may say, it is also clear to everyone that Fayose is not a coward; neither is he afraid of the EFCC.
“Fayose is prepared and ready to defend himself in the court of law. Neither the Presidency nor EFCC is a court of law. Since the EFCC said it had dusted up Fayose’s files, it should be ready to take him to court once he presents him at the agency’s office on Tuesday.

“Governor Fayose has offered to walk to the EFCC office by himself and nothing must happen to him tonight. The PDP condemns this resort to fascism by the APC government, saying the whole world should be at alert to see another demonstration of crude disrespect for the rule of law and rights of Nigerians.” - Daily Post

Poly lecturers issue 21-day strike notice


The Academic Staff Union of Polytechnics (ASUP) have threatened to shut down the nation’s polytechnics anytime soon.


They have warned the government to order the National Board for Technical Education (NBTE) to stop intimidating its members into the Integrated Payroll and Personnel Information System (IPPIS) platform when their emoluments have not been secured.

The union is also accusing the government of not keeping faith with the memorandum of settlements signed with the union in 2017.
Its National President Usman Dutse said in a statement in Abuja that after efforts to make the government implement its memorandum of settlement to no avail, they have no option than to issue a 21-day ultimatum beginning from October 2.
Key issues in the dispute between the government and the union are the non-implementation of the NEEDS Assessment report of 2014; non-release of promotion arrears of members as well as persistent shortfalls in the personnel releases of Federal Polytechnics since 2016.
Others include non-payment of negotiated allowances in polytechnics; non-payment of salaries and other staff entitlements in many state-owned institutions; non-release of CONTISS 15 migration arrears; infractions in the appointment process of rectors in polytechnics; non-passage of the amendment bill of the Polytechnics Act; and victimisation of union officers.
Dutse said: “Our union has been on the discussion table with officials of IPPIS as well as NBTE on modalities for a smooth and safe enrollment of members into the IPPIS platform.
“The last meeting which took place in March 2018 was postponed to enable the renegotiation committee conclude its assignment and provide the needed security in the capture of the totality of members’ emoluments.
“However, in an apparent display of betrayal, the NBTE which has refused to commit to the successful conclusion of the renegotiation process is employing underhand strategies to force our members into the platform with or without our emoluments secured.
“We are appalled that the NBTE had kick-started this new arm-twisting regime by convening a meeting with the IPPIS and the managements of polytechnics without the unions, where they resolved to force our members into the platform.” - Daily Post

46-year-old pastor absconds with N1.2m car


A 46-year-old pastor, Joseph Lawson, on Monday in Lagos, appeared at an Ikeja Magistrates’ Court, charged with the theft of a car valued at N1.2 million.
According to the prosecutor, ASP Clifford Ogu, the accused committed the offence on Oct. 1 at Oko-Oba, Lagos.
He said that the accused ran away with a car belonging to Mr Chikwukadibia Udeh.
“The complainant approached the accused for prayers, the accused told him that God told him that he should bring his car and the document for prayers.
“The complainant obeyed and after the accused collected the car and its document, he was nowhere to be found.
“Efforts made by the complainant to recover his car proved unsuccessful and the case was reported to the police,’’ the prosecutor said.
Ogu said that when the accused was later arrested, he claimed to have sold the vehicle.
The offence contravened Section 287 of the Criminal Law of Lagos State, 2015.
The News Agency of Nigeria (NAN) reports that the Section carries three years jail term for stealing.
The accused, who resides at Surulere, Lagos, entered a `not guilty’ plea to the charge levelled against him.
The Magistrate, Mr J.A Adegun granted bail to the accused in the sum of N200,000 with two sureties as part of the bail condition.
Adegun said that the sureties should be gainfully employed and show evidence of two years tax payment to the Lagos State Government.

The debt profile of Ekiti state which was N117 billion at the beginning of the year has risen to N120 billion.
According to a document forwarded to the debt management office by the outgoing state government, the state incurred additional debt of N3 billion between March and June this year.
In September, Kayode Fayemi, governor-elect of Ekiti state, had raised an alarm over N99 billion debt incurred by the administration of Ayodele Fayose.
The DMO had said the debt profile of the state, going by available records then, had increased from N18 billion during Fayemi’s era to N117 billion, under Fayose’s watch.
But Fayose had denied the claim, saying the debt of Ekiti is pegged at N59.5 billion and that it was incurred by Fayemi’s government.
However, in the document forwarded to the DMO Office which was seen by TheCable, the state’s debt profile rose from N117 billion to N120 billion within three months.
The components of the debt, according to the document, shows commercial bank loans pegged at N2 billion, federal government and state bond of N18.2 billion and N3.5 billion respectively as well as budget support facility of N16.9 billion.
There are also a salary bail out of N9 billion, excess crude account of N9.5 billion, commercial agriculture loan of N163.4 million, contractors arrears of N2 billion pension and gratuity arrears of N22.2 billion.
Others are salary arrears of N8.3 billion and judgement debt of N95 million.
Fayose secured the approval of N10 billion supplementary budget from the state house of assembly, a month to his handover billed on October 16.

Usain Bolt was stunned to learn he must take a drugs test despite having retired from athletics and waiting to learn if he will be given a professional contract in football.
The former sprinting star took to Instagram on Monday to show a testing notice he has received, apparently from Football Federation Australia (FFA).
"So guys, I've retired from track and field looking to become a footballer but look at this," said Bolt, before showing the letter on the Instagram Story video.
"How am I going to get a drug test today? I'm not even a professional footballer yet. Seriously.
"So I asked the lady: 'Why am I getting drug tested when I haven't signed for a club yet?' and she said they told her I'm an elite athlete so I have to get tested. Okay then."
Bolt is on trial with A-League side Central Coast Mariners, who are yet to offer him a contract.
The 32-year-old, who holds eight Olympic gold medals and the world records in the 100 and 200 metres, scored twice in a pre-season friendly last Friday. - AS English

Godwin Emefiele, governor of the Central Bank of Nigeria, says the Buhari-led administration chose to save the naira instead of building reserves.

Emefiele, who made this known to journalists on Sunday in Bali, Indonesia, said it is difficult to talk about building reserves at the moment.

“We are going to need to build buffers but unfortunately I must say that we are in a period where it is difficult to talk about building reserves,” he said at a press conference to mark the end of 2018 annual meetings of the World Bank Group and International Monetary Fund.

“You can only build reserve buffers if you want to hold on to the reserves while allowing your currency to go and wherever it goes is something else.

“It is a choice we have to make and at this time, the choice for Nigeria is to maintain a stable exchange rate so that businesses can plan and we don’t create problems in the banking system.

“Naturally, when this happens, it results in weakening of assets, rising non-performing loans and other wide implications. This is why we will maintain the posture we have and we believe that it is sustainable in the short run.”

Nigeria’s foreign reserves currently stand above $43.3 billion — one of the highest figures recorded since the 2014 oil price crash.

Isaac Okorafor, CBN spokesman, had explained earlier in October that the fall in reserves is due to a hike in interest rates by US Federal Reserve and the bank’s interventions in the forex market.

He explained that investors who came to Nigeria for better returns are returning to the US, adding that this is affecting Nigeria, Brazil, Egypt, Argentina, Iran, and many emerging markets.

“China has lost over 1.3 percent of its currency. Argentina lost 134 percent; Iran, India, some of them lost 18 percent, 17 percent, but here in Nigeria, our currency has gained six percent in the last one year,” he had said.

“You can see that the reversal of capital flows which is eating most economies and bringing about depreciation in their currency is not affecting us for two reasons — we’ve built enough buffers of reserves to be able to tackle situations like these”.

During one of the sessions at the meetings,  Anna Ilyina, IMF’s head of emerging economies regional studies division, had urged Nigeria to use her foreign reserves judiciously and build more buffers.

Ilyina had said there would be further interest rate hike in the United States, which would lead to increased capital outflows in Nigeria and other emerging economies. - TheCable
