Retired Police Commissioner, DIG In Dud Cheque Scandal

Messrs. Walter Joseph Rugbere, Marvel Akpoyibo, retired Commissioner of Police and Deputy Inspector-General of Police (DIG) respectively, and one Kunle Bada have been accused of conspiracy to defraud one Mr. Kunle Akintoye, a Lagos businessman, of the sum of N5,610,000.
Mr. Akintoye claimed to have supplied Automated Gas Oil, popularly called diesel, worth of N5,610,000 to Mr. Rugbere’s filling station in Akure and was issued a Guaranty Trust Bank cheque as payment for the product in March 2013. The cheque, which belonged to Mr. Rugbere, was not honored when presented in the bank.
The businessman said attempts to get Mr. Rugbere to pay up were futile, despite reporting the matter at a police station in Akure. Consequently, he took the matter to the State Criminal Investigation Department of the Police at Panti, Yaba in Lagos.
He appeared to be making progress when a freeze order was placed on the account. But in reality, things were getting more difficult. Mr. Akintoye told SaharaReporters that the officer in charge of the matter, Mr. Moruff Animashaun, Bada and himself were summoned by Mr. Akpoyibo, who was still in service. Mr. Akopoyibo, alleged the businessman, ordered the officer in charge to immediately lift the freeze order on the account.
The businessman said Mr. Akpoyibo did not ask how Bada got Mr. Rugbere’s cheque that was issued to him for the transaction.
Mr. Akintoye said he was ordered out of Mr. Akpoyibo’s office when he asked Mr. Rugbere why he did not raise an alarm that his cheque was stolen. He said he also asked the retired police commissioner why he did not get the person who attempted to make a withdrawal with the purportedly stolen cheque arrested.
“Mr. Akpoyibo sent me out of the meeting because I asked the CP questions he could not answer. I stayed outside still they finished the meeting. When they came out, I asked the officer in charge of my case what they discussed and he told me that he was instructed to unfreeze the account immediately. The man who gave me the cheque was not detained or arrested. He was not even asked where he got it from,” lamented Mr. Akintoye.
The businessman claimed that he has been making efforts to get his money, including petitioning the Economic and Financial Crimes Commission (EFCC), but has been unsuccessful.
Mr. Akintoye added that the case was charged to court, but Mr. Rugbere and his lawyer tricked him out of litigation and the matter was subsequently struck out by Justice Muhammed Buba of the Federal High Court, Ikoyi, Lagos.
He alleged that on the day the matter was to be called in court, the officer-in-charge told him that there was an arrangement for settlement at the police station. He was then taken to the police station, where he was detained for four hours, resulting in his non-appearance and lack of representation in court. This, he said, caused his matter to be struck out.
“They took me to station that they had arranged to settle out of court. But when I got the station, there was nothing like that. They detained me. I started shouting, broke a bottle and threatened to stab myself. It was when Mr. Rugbere heard me shouting that he called us into his office. He told me that he did not ask them to take me away from the court. We rushed back to court, but my matter had already been struck out,” he said.
Mr. Akintoye explained that he was able to recover some money from Bada through alternative means, but attempts to recover all his money are being frustrated by the influence of Messrs. Rugbere and Akpoyibo in the Nigerian Police. He added that he has had to sell his properties to pay his creditor, who grew impatient to the point of getting him detained by the Police for two weeks.
“I sold the house I built for my mother at No. 34, Oderemi Abatan Surulere Street, Agbado Crossing, Lagos, and my Toyota Camry (Muscle) car. All these were sold to offset bank loans. I am now crying to concern Nigerians to please come to my aid, save my life from Nigerian Police,” he lamented. - SR

America based businessman to set up $2bn dollar modular refinery in Edo

America based businessman, Mr Charles Ihaza, says he has acquired about 453.9 hectares of land to establish a modular refinery in Eghudu, Ovia North East Local Government Area of Edo.
Ihaza said this at an Open Forum organised on Environmental Impact Assessment (EIA) of the proposed refinery in Benin.
He said that the project would cost over two billion U.S. dollars, adding that the refinery would produce about 80,000 barrels of refined petroleum products daily.
“I know what it takes to establish and manage a refinery, and we are already discussing with the relevant Federal Government agencies on the immediate commencement of the project.
“I decided to site the refinery in Eghudu so as to help our people back home in Nigeria, and I am very passionate about this project.
“As part of our social corporate responsibilities to the host community, we are going to construct roads, build satellite clinics, standard primary and secondary schools and a functional international market,’’ he said.
Ihaza, therefore, solicited the cooperation of the members of the community, urging them to work with the site engineers and other workers toward the successful execution of the project.
Earlier, Mr Larry Edosomwan, who presented the EIA Report on behalf of the consultants, Vokosen Ltd., said that the report had captured all the socio-economic needs of the host community.
“We have looked at the positive social and economic needs of the community, the aquatic environment, drainage and sewage management and treatment of effluents.
“Forests will not be destroyed and wherever it happens, we will plant new trees.
“We have ensured that we met all the requirements of the Federal Ministry of Environment and the Department of Petroleum Resources (DPR). We will mitigate all negative environmental impacts,’’ he said.
Mr Joshua Taiwo, spokesman for the Minister of Environment, Alhaji Ibrahim Jubril, said that he was particularly happy that the project was named after the community.
Taiwo said that the refinery project would provide jobs for the people and improve the socio-economic lives of the residents of the area.

Suspected herdsmen invade Wole Soyinka’s home in Abeokuta

People suspected to be herdsmen recently invaded the residence of Professor Wole Soyinka, renowned playwright, in Ogun State reports have said.
The invasion was made public by the 82-year-old scholar on Friday while speaking at a forum in Freedom Park, Lagos.

“We are living in dangerous times. My home is under invasion… From Imeko to Abeokuta is under invasion by herdsmen,” Soyinka was quoted as saying.
“This is a deliberate act of provocation. The trespasses have been frequent, we have reported to the police, but government is taking security lightly. We need to wake up the government, let them know the seriousness of the issue on ground; these herdsmen are worse than Boko Haram.”
The professor advised the government to use drones in tracking the herdsmen adding that their mentality has changed.
He also opposed the establishment of grazing reserves, saying that would worsen the problem.
“Creating corridor for cattle grazing will compound the problem, I do not think that is the solution,” he said.

Nigerian arrested for peddling drugs in India

A Nigerian national is currently assisting Indian authorities in its investigations after he was caught peddling drugs.
Ugochukwu John Nnadi was nabbed by the Anti-Narcotics Cell of the Navi Mumbai police on Thursday afternoon for trying to sell mephedrone rock and powder.

Reports in India news media said about 25 grammes of the drug in powder form and 85 grammes in rock form, together estimated to be worth around ₹3.30 lakh (about N1.6m), were seized from him.
The 37-year-old Nigerian national was arrested after a tip-off.
According to Inspector Maya More, the police laid traps in Koparkhairane, where Nnadi usually carry out his activities and on Thursday, the Nigerian walked into the trap.
“When he realised that we were police officials, he tried to escape. After a struggle, we caught hold of him. We found some pav in his possession, and on opening it, we found the drugs hidden inside,” Ms. More told the Hindu.
Police found that Nnadi went to India three years ago on a business visa where he started trading in women’s and children’s clothing.
The visa has now expired. He later started peddling drugs to make easy money.

Nightlife in Abuja’s biggest satellite town

Kubwa is unarguably the biggest satellite town in Nigeria’s Federal Capita; Territory and has continued to grow by the day, with new layouts being developed. Virtually every bank has presence in the area, to the extent that residents of Kubwa who do not have business to do in the city centre could stay for months without leaving the suburban district.

The sprawling town expectedly boasts of many hotels and hospitality and leisure centres, otherwise called joints, where fun-seekers unwind.
Daily Sun gathered that some visitors to Abuja, these days, prefer to lodge in hotels in any of the suburban districts like Kubwa, Gwagwalada, Nyanya and Karu or even settlements in neighbouring Nasarawa State, because facilities there are relatively more pocket-friendly.
The increasing population of Kubwa residents also need relaxation, so nightlife has over the years continued to improve, too. Unlike about 10 years ago, when people living in the area had to travel about 30 kilometres in search of fun in the districts of Garki, Wuse, Maitama and Asokoro, the story is different today.
Residents of Bwari, Dutse, Zuba, Dei Dei and, sometimes, Gwarimpa these days come to Kubwa to catch fun, particularly during the weekend when many of the lounges become beehives. Some of the notable entertainment spots in Kubwa, mainly lounges, are Sledge, Movida, Mart-View, Soul, Stamford, Macquee and Drake. There are also live band performances at Liberty Hotel, Soul Lounge & Suites as well as Ignobis Hotel, to mention but a few.

Leading leisure spots
A visit to Kubwa at the weekend showed that Soul and Movida lounges looked like places hosting religious crusades because of the large number of vehicles and people there.
Movida, a middle-scale lounge near the popular Yellow Page, known for considerably cheap roasted fish, operates daily but gets busier on Thursday, Friday, Saturday and Sunday. In fact, last Friday at Movida was like one of the monthly last Friday vigils in any of the popular new-generation churches as a large crowd of people danced in the about 100mx50m open space till the wee hours of Saturday as the blast of Nigerian dancehall tunes from the speakers pierced through the night into the innocence of the early morning.
It was a different ball game in the club, where the DJ capitalised on the ecstatic mood of clubbers to almost bring down the roof with his loudspeakers. Thick smoke emanated from different shisha pipes in the club as many relished the Arabian tobacco that is fast becoming a popular lifestyle in Nigeria.
General manager of Movida Lounge, Mr. Sunny Onwuazu, told Daily Sun that the place would bubble till about 5am, but the large crowd left the place once it was 4am. It was as if the referee blew the final whistle bringing a match to a close; in their large numbers, the people trooped out of the premises and, as if from nowhere, many motorcycle surfaced to transport them.
Onwuazu, who disclosed that the lounge was undergoing renovation, said that the whole place would change by May when they would have improved the total standard of the club by installing latest club equipment.
Not much difference was witnessed at Soul Lounge’s D’Palace Nite Club. The club was virtually empty by 3am as many clubbers went home.
However, the manager, Mr. Emmanuel Okon Ben, said the club bubbles on Monday, Wednesday, Friday and Saturday, noting that strippers feature every Monday, Wednesday and Saturday: “It’s very special for guys and ladies. Many people also come because of the strippers that we showcase.”
Clubbers buy N1,500 or N3,000 entry vouchers, which enable them purchase drinks of their choice depending on the day of the week.
It is also important to mention that Soul Lounge boasts of a big arena where people are treated to entertaining performances by an in-house live band. It recently introduced ‘celebrity day’ which featured Oritse Femi and Solid Star.
For those looking for where to enjoy live highlife beats in Kubwa, there could try Ignobis Hotel or Liberty Hotel, but they would have a ‘swam of take away ladies’ to contend with.
Proprietor of Sledge Hotel and Lounge, one of the hottest joints in Kubwa, Mr. Honore Hounkpatin told Daily Sun that cost of running business had been on the rise even as the current economic crunch did not help matter.
He mentioned prohibitive cost of diesel as the heaviest since constant power was needed to make a relaxation centre comfortable at all times including the clubs.
By and large, Kubwa is not lagging behind when it comes to happening hangouts in Abuja; and many more are being developed by the day.  - The Sun

Abubakar Audu’s Son Finally Reveals The Real Cause Of His Death

Mohammed Audu, Eldest Son of Prince Abubakar Audu, a ormer Governor of Kogi State and All Progressives Congress (APC) candidate in the November 21, 2015, has revealed the real cause of his father’s death.

Speaking with The Sun Newspaper, Mohammed said his father died of ulcer and not spiritual attack as was widely reported in the media.
“We didn’t grow up to believe in any spiritual attack. More so, I know that he died of bleeding peptic ulcer. I knew he was under pressure, I knew a lot of things went wrong at the time, but then, as for the election, he was coasting home to victory.
“Not that he was going to win; he had won. It was just for the miscalculation of INEC that made them to say it was inconclusive. But in my opinion, he had won fair and square.”
Prince Audu died on November 22, 2015.

Man found fatally stabbed on London bus

Metropolitan police are investigating the death of a man found stabbed on a bus in central London – the fifth fatal stabbing in the capital in a week.

The man, in his 40s, was found on the 189 bus in Gloucester Place, near Dorset Square, Marylebone, just after midnight on Friday.

Paramedics tended to the man but he was declared dead at the scene.

A Met police spokesperson said no arrests had been made and next of kin had yet to be informed.

“Detectives are still at the location and enquiries are under way into the circumstances of when and where the stabbing took place,” the force said.

Last weekend three people including a 17-year-old boy were stabbed to death in London. On Tuesday a 24-year old man was fatally stabbed.

“Forces will continue to target habitual offenders and conduct wide-ranging proactive operations to seize thousands of illegal weapons before they can be used to cause harm.”

In a briefing last week, Martin Hewitt, the Met’s assistant commissioner, sought to pin some of the blame for increases in gun and knife crime in London on cuts to funding. “It would be a naive answer to say that if you cut a significant amount out of an organisation, you don’t have any consequences,” Hewitt said.

Update : Court jails 15, remands others over Mushin gang war

Fifteen suspects have pleaded guilty of involving in the clash between two gangs in Idi Oro, Mushin, Lagos State, which claimed the life of a load carrier, identified only as Kayode.

The suspects were arraigned with 24 others on Thursday at the Lagos State Mobile Court on four counts bordering on breach of the peace and unlawful possession of cannabis.

PUNCH Metro had reported that the rival groups – Alamutu boys and Akala boys – clashed over the sharing of money collected from traders in a market in the community.

Apart from Kayode, who was killed by a stray bullet, a policeman was also shot in the leg, while about 10 shops were set on fire by the hoodlums.

It took a combined team of police and men of the Nigerian Army to restore normalcy to the area while 68 persons were arrested.

After the suspects were screened, 39 persons were brought before a magistrate, Mr. Tosin Ojuromi, on Thursday.

Fifteen of them, who pleaded guilty to the offences, were sentenced to between six and two years’ imprisonment with an option of fine ranging from N150,000 to N200,000.

Sixteen accused, who pleaded not guilty, were granted bail in the sum of N250,000 each, with two sureties in like sum, adding that the suspects should be remanded pending when their bail conditions would be perfected.

Ojuromi, however, discharged and acquitted eight accused after proper identification, and adjourned till May 25, 2017, for commencement of trial of the 16 defendants.

The court held that the six bags of cannabis recovered from the suspects should be immediately destroyed in public.

The Chairman of the Lagos State Task Force, SP Olayinka Egbeyemi, said the suspects were arraigned after thorough investigation by the agency.

He said, “The prosecuted miscreants and hoodlums were gang members from Alamutu Street and Akala Elegba boys. They engaged one another in a free-for-all that resulted in loss of life with serious looting of valuables of innocent traders, which include food items like bags of rice, beans, palm oil, banana and burning of houses/shops around Idi Oro.

“Weapons recovered by security agencies during the fracas include machetes, axes, rods, cutlasses and charms with six bags of hemp.

“The Governor Akinwunmi Ambode-led administration is determined to provide a peaceful environment devoid of criminal activities. Parents and guidance should always monitor activities of their wards as the government would not spare anyone or group of persons caught breaching the peace being enjoyed by the citizens of the state.”

Afe Babalola wants number of children pegged at two

The founder of Afe Babalola University, Ado-Ekiti, ABUAD, Chief Afe Babalola, has called on the Federal Government to enact a law regulating the number of children a family should have to two as is currently the trend in China to curtail the negative impact the country’s ever increasing population is having on the provision of quality education.

The front-line legal icon who spoke at the farewell reception for the immediate past Executive Secretary of the National Universities Commission, NUC, Prof. Julius Okojie, and the welcome reception for his successor, Prof. Abubakar Rasheed, in Ado-Ekiti yesterday, said that the proposed legislation has become more imperative now than ever for Nigeria to take its rightful place in the comity of providers of quality and functional education world-wide.

Babalola said he played host to Okojie to appreciate him for the support he has consistently given to this university, to welcome the Rasheed for his manifested love for ABUAD, to plead with Okojie to use his experience and words of advice to continue to support Rasheed in order to ensure continuity and to identify problems afflicting education in Nigeria as well as offer constructive advice on how to overcome university problems in this country.

Relying on his experience as Pro-Chancellor and Chairman of Council of the University of Lagos for seven years and as the founder of ABUAD since 2009, Babalola identified the major problems afflicting the Nigerian educational landscape as funding, attitude of Nigerians to giving, university autonomy in relation to the power of the University Council and Pro Chancellors, the quality of students to be admitted by the Senate of the Universities in the face of JAMB lowering the cut off mark for admission to 160, the place of good quality teachers and Curriculum development.

He said King gave him a birthday hug and he accidentally shot her as she turned away.

SSS in recruitment scandal - Katsina 51, Kano 25, Akwa Ibom 5; Lagos 7 ( Full list below)

Premium Times has revealed that Nigeria’s internal secret service, the State Security Service (SSS), is currently enmeshed in a recruitment scandal following the exposure of a shocking lopsidedness in the composition of the new officers recently absorbed into the agency.
The agency commissioned 479 cadet officers after their passing-out parade in Lagos on March 5, at a ceremony attended by the Director-General of the Agency, Lawal Daura, and the Chief of Air Staff, Abubakar Sadique, air marshall.
The parade followed a nine-month training programme under the agency’s Basic Course 29/2016/17, which encompassed academic activities, insurgency/counter insurgency, intelligence operations and gathering, firearms drills and physical training exercises.
But the listing of the newly commissioned cadet officers seen by Premium Times reveal wide disparity in the numbers of slots allocated to the 36 states and the Federal Capital Territory, indicating that the federal character principle may have been ignored in the recruitment of the officers.
Officially, recruitment for the Course was based on a minimum of five slots per state. Ostensibly to ensure compliance with the federal character principle in the exercise, applicants were last year made to sit for recruitment examinations in the capitals of their states of origin. The five slots per state were said to have been picked through the examinations.
However, it has emerged that the authorities paid scant regards to the federal character principle in the final selection of the cadets.
Although the authorities ensured that at least five cadets were recruited from each state and the FCT, they grotesquely tipped the scale in favour of some states in the balance of recruits that emerged from other extraneous considerations.
For instance, while only the minimum of five cadets stipulated per state finally entered the Service from Akwa Ibom, Nigeria’s largest oil producing state, a whopping 51 found their way in from Katsina State, the home state of President Muhammadu Buhari and the Director-General of the SSS, Mr. Daura.
It is not clear what criteria was used in the composition of the final list of the new officers.
The anomaly in the exercise is further evident in the disparity between intakes from the two most populous states in Nigeria, Kano and Lagos, which have 25 and seven, respectively, indicating that the size of the pool of applicants from each state was not a factor in the recruitment.
A breakdown of the newly commissioned cadet officers on geo-political basis revealed that 165 are from the North-west, about four times as many as those who were picked from the South-south (42).
The figures for the other other zones are North-east 100, North-central 66, South-west 57 and South-east 44.
This means that while 331 of the newly commissioned officers are from the 19 northern states and the FCT, less than half of the total intakes were from states in the southern part of Nigeria. See table and charts below for slots allocated to each state.
Attempts to speak with the SSS on the criteria used for the allocation of slots to states were not rewarded as at the time of this publication.
The agency has had no spokesperson since the removal of its last one, Marilyn Ogar, in 2015. The Director-General of the agency, Mr. Daura, did not pick calls or respond to a text message sent to his known telephone numbers.
Also, the Acting Chairman of the Federal Character Commission, Shettima Bukar-Abba, did not pick his calls or respond to a message seeking clarifications on the role played by the commission in the recruitment exercise.
The Commission has the responsibility of ensuring compliance with the federal character principle in recruitment into the federal civil service and agencies.
In demonstration of the importance attached to the principle, it has been enshrined in every constitution of Nigeria since the country’s independence.
Section 14, subsection 3 of the 1999 Constitution of Nigeria states that: “The composition of the Government of the Federation or any of its agencies and the conduct of its affairs shall be carried out in such manner to reflect the federal character of Nigeria and the need to promote national unity, and also to command national loyalty thereby ensuring that there shall be no predominance of persons from a few states or from a few ethnic or sectional groups in that government or any of its agencies”.
