‘Anti-torture, compulsory treatment of gunshot victims’ — six bills Buhari signed into law
President Muhammadu Buhari has signed six bills into law.
The bills are Niger Delta Development Commission (Establishment) Amendment Act, 2017, Federal Capital Territory Water Board (Establishment) Act, 2017, National Institute for Cancer Research and Treatment (Establishment) Act, 2017, Compulsory Treatment and Care for Victims of Gunshot Act, 2017, Anti-Torture Act, 2017 and Federal Capital Appropriation Act 2017.
The NDDC act includes the gas producing and gas processing companies in the list of agencies that are contributing to the commission. This is in addition to funds the oil companies are providing.
The National Institute for Cancer Research and Treatment (establishment) Act, 2017 is to provide national direction in cancer research, control and treatment; guide scientific improvements to cancer prevention, treatment and care, coordinate and liaise between the wide range of groups and health care providers with an interest in cancer.
The Compulsory Treatment and Care for Victims of Gunshot Act, 2017 provides for the compulsory treatment and care for victims of gunshots and for related matters.
Specifically, the act stipulates that a person with a gunshot wound shall be received for immediate and adequate treatment by any hospital in Nigeria with or without an initial monetary deposit. It also states that a person with a gunshot wound shall not be subjected to inhuman and degrading treatment or torture by any person or authority, including the police and other security agencies.
The Anti-Torture Act, 2017 makes comprehensive provisions for penalising the acts of torture and other cruel, inhuman and degrading treatment or punishment, and prescribes penalties for the commission of such acts.

Lohan bitten by snake while on holiday in Thailand



Lindsay Lohan was attacked by a snake while holidaying in Thailand.
The 31-year-old US actress was bitten by the reptile during a hike in Phuket.
She showed off the wound on Instagram as she reassured fans that she is “OK”.
Speaking in a video she said: “I love this it’s so beautiful, an amazing place, aside from my snake bite. I’m in Phuket in Thailand I got bit by a snake on a hike the other day.”
Lohan focused the camera on her leg to show the red marks on her punctured calf.
 She continued: “The positive side of it is I’m OK. Happy New Year and God bless. My Shaman told me it was good luck and positive and energy.”
Lohan is enjoying the festive season in Thailand after moving to Dubai from the US earlier this year.
Speaking to the Daily Mail about her decision to relocate she said: “I love living in New York, but I do love the serenity and peace that I find living in the Middle East because there are no cameras in Dubai and I can actually focus on what I want to do in life.
“I don't always have to be scrutinized every second. I can have a private life and have a public life, but when I choose to. And I think that's really important.”
The actress has allegedly converted to Islam and is said to be studying the Koran.

One family in New York City is hiring a live-in "domestic couple" to oversee cooking, cleaning, childcare, and construction at their second home, a 30,000 square-foot townhouse.
The "prominent Upper East Side couple" is looking for a team of two workers to act as "gatekeepers to the principals ensuring all aspects of the home are adequately operating at all times," according to the listing.
The listing was provided to Business Insider by David Youdovin, the founder and CEO of Hire Society, a recruitment firm that helps high-net-worth individuals and families in New York City, the Hamptons, and Palm Beach, staff their homes and businesses.
"The vast majority of our clients are the .01% — they have multiple homes, private aircraft, and several members of domestic staff," said Youdovin, who worked as a butler and estate manager for billionaires before founding Hire Society in 2012.
The full-time job pays between $100,000 and $150,000 a year, depending on the applicants' level of experience, and offers perks like private living quarters within the home, and medical, dental, and vision insurance, plus an allowance for food and expenses.
It's not unusual for rich families to shell out millions of dollars a year to employ butlers, chefs, chauffeurs, housekeepers, and nannies. But a domestic couple tends directly to the "Mr." and "Mrs." and typically manages other household staff.

Prominent Upper East Side couple seeks an experienced, highly organized, and thorough domestic couple to oversee, manage, and maintain their 30,000 square-foot townhouse. This position is live-in, full-time, with a five days on, two days off work schedule. Candidates must be flexible with scheduling. Days worked may change weekly as this is the principal's secondary residence and additional days/hours may be needed.
The couple will act as gatekeepers to the residence ensuring all aspects of the home are operational. The role entails: housekeeping, laundry, cooking, serving, management of vendors/contractors, and overseeing construction.
The ideal candidates must have experience cooking healthy formal meals as well as extensive silver service experience. The candidates must be comfortable attending to Mr. and Mrs., as well as their extended family as needed. REVEALED: Nigeria lost $1.45bn worth of crude oil in 2015
Nigeria lost 27.1 million barrels of crude oil produced in 2015 despite huge expenses on industry security, the Nigeria Extractive Industries Transparency Initiative (NEITI) has revealed.
Added to the $25 million worth of crude that the Pipelines and Product Management Company (PPMC) reported as lost, the total comes to $1.45 billion for that year alone.
Losses are usually attributed to militant attacks, outright theft and other leakages.
The extent of losses in the year was contained in the NEITI 2015 Oil and Gas Industry Audit Report which was released on Friday.
The report said: “The volume of crude oil declared lost to theft by 18 operators in 2015 was 27.1 million barrels. Though this amounted to only 3.5% of total oil production, the loss was valued at $1.4 billion. PPMC also declared loss of crude worth $25 million, bringing the total declared losses to $1.45 billion.
“Also, PPMC declared losing products worth N56.4 billion, broken down as follows: N52 billion for losses on petrol, N3.8 billion for losses on diesel, and N123 million for losses on kerosene. Deferred production on account of sabotage or repairs came to 57 million barrels.”
To address the issue of losses, NEITI reiterated its call for effective and adequate metering infrastructure and enhanced security of our oil and gas assets.
Waziri Adio, the executive secretary of NEITI, said beyond providing a snapshot of what transpired in 2015, “this report reveals money to be recovered, leakages to be blocked, and urgent reforms to be undertaken… The most critical take-away is the need to expedite, expand and sustain reforms in this still critical sector of national life”.
According to NEITI, oil and gas revenues plunged from $54.5 billion in 2014 to $24.8 billion in 2015, while the country’s oil production fell from 798 million barrels in 2014 to 776 million barrels in 2015.
The total outstanding revenue from the sector as at 2015, it said, was $3.7 billion and N80 billion, “while losses incurred stood at $2.2 billion and N60 billion, and unreconciled revenues amounted to N317 billion”.
The report shows that Nigeria suffered a 54.6% decline in oil revenues but only a slight 2.7% fall in oil production.
“This was due to drastic reduction in the unit price of crude oil in the global market,” the report said.
The yearly average price of crude oil per barrel tumbled from $101.91 in 2014 to $52.16 in 2015. - Cable Nigeria

Romelu Lukaku is suffering from the strain of his ever-present Premier League appearance record at Manchester United this season, according to manager Jose Mourinho.
Lukaku scored seven goals in as many Premier League matches in a flying start to his United career at the beginning of the current campaign.
The £75 million signing from Everton has since contributed only three more in 13 subsequent appearances, while his defensive errors from set-pieces proved costly during the recent 2-1 derby defeat to Manchester City and a 2-2 home draw against Burnley last time out.
Speaking at a news conference ahead of Saturday's match with Southampton, Mourinho suggesed the physical toil undertaken by Lukaku as United's only senior striker until Zlatan Ibrahimovic's recent return from injury has gone unappreciated.
"People don't have to be grateful to Romelu – I have to be," he said. "Not you [reporters], not the supporters, not the pundits – I have to be.
"Twenty matches in the Premier League, 90 minutes. For a striker, for any player, it is absolutely incredible.
"But if you are a central defender or a holding midfielder, if you are in a position where you can control your energy and your positional play, you can resist, you can survive.
"For a striker in the Premier League to play 20 matches, 90 minutes, I have to be very grateful for his personality and his character.
"Has he been unlucky in our box in recent matches? He was in the picture – it was not just him – but he was in the picture in some of the last goals we concede.
"Is it a consequence of a player who needs a little rest or just a consequence of the moment and the occasion?
"But the guy is fantastic for me and for the team and gives absolutely everything. I have no criticism."
Mourinho was then asked whether he would look to rest Lukaku and replied, "No. I can't."

Conte insists Chelsea must not sell Thibaut Courtois and Eden Hazard if they are to compete for trophies in the future.
Courtois is reportedly willing to join Real Madrid, while Hazard's father fuelled speculation about the forward by claiming his son had rejected a contract extension at Chelsea amid continued links with the Spanish club.
However, Sky Sports News understands that Hazard, who has over two years left on his current deal, has not been offered a new contract by the club.
"You are talking about two important players for us," said Conte.
"It will be very important to continue with these types of players especially for your ambition to try to compete for something important.
"It is important to try and improve your team, to strengthen and not to sell the best players."
Asked about whether Courtois may be looking to move to Spain to be with his family, Conte said: "I don't know about this issue.
"When you are in a great club and you trust in the project, you want to stay. I think the family is not a problem.
"This is a private conversation between the player, the agent and the club.
"If you ask me, for sure I hope he stays."
Conte also dismissed the speculation about Hazard's future as a "private" matter and says he is "proud to have him" in the Chelsea team.
"My answer is always the same," Conte added. "This is a private conversation between the club and the player and the agent of the player.
"The same picture is for Eden. I am proud to have him in my squad and to work with him.
"He is a good guy and he has a lot of space for improvement and to become one of the best players in the world.
"But on this issue, I repeat, this must be a private conversation."

We must become food exporting country again – Buhari



President Muhammadu Buhari, Friday, in Abuja said his administration will not rest in continually reviewing and strengthening ongoing reforms in the agricultural sector until Nigeria regains its pride of place as a food exporting country.
Receiving the All Progressives Congress (APC) family from Kebbi State in the Presidential Villa, the President said that the country’s huge rice import bill had dropped significantly by more than 90 per cent, adding that it wasn’t good enough by his expectation.
“Beyond self-sufficiency, we must strive to become net exporters of food commodities.
“We are not doing badly in the agricultural sector and Nigerians, and the world, are beginning to appreciate our efforts. We will not be satisfied; we will work harder until we start exporting food.
“We are happy that rice and beans importation into the country have gone down by over 90 per cent, and visibly everyone can see how productive states like Kebbi have turned out to be and states like Lagos, Ogun and Ebonyi are following the example,’’ he said.
He said Kaduna, Katsina, Kano and Sokoto states had already reported remarkable turn around in the agricultural sector, with more youths taking interest in entrepreneurship.
The President said he disagreed with the astronomical food import bill presented by the Central Bank of Nigeria (CBN) from the inception of the administration, pointing out that it was later discovered to be “fraudulent practices’’ by some of the elites to deplete the foreign reserves.
“When I was told that the CBN had no savings after the windfall of selling oil for more than $100 dollars per barrel for many years, and the production was 2.1 billion barrel per day, I did not believe them.
“I did not believe them because majority of Nigerians cannot afford imported food; they rely on what is locally grown. It turned out that 50 per cent of the export bills were fraudulent. That is what the Nigerian elites did.
“Unfortunately, we will not know all that happened because the elites worked in collusion with institutions in developed countries, like insurance firms, shipping companies and other financial outfits, to perpetuate the fraud,’’ he added.
On security, President Buhari said the return of farmers to their farm lands in the North East, with glaring results of high yields, was a testimony to the relative peace that had been achieved.
He assured that more would be done to check the mayhem of suicide attacks.
The President said his administration will put in more effort to reposition the educational and health sectors to compete with other global institutions.
Speaking while introducing the delegation, the Attorney-General of the Federation and Minister of Justice, Abubakar Malami (SAN) told the President that the political leaders of Kebbi State have now abandoned the opposition, Peoples Democratic Party, and moved over to the APC. - Daily Post

U.S. President Donald Trump on Friday said he would not consider reinstating an immigration programme that protected young people from deportation without commitment from democrats to help build a wall on the border with Mexico and end certain immigration programmes.
The debate on immigration will be a pivotal issue in Washington in early 2018 ahead of midterm congressional elections in November.
In September, Trump ended the Deferred Action for Childhood Arrivals (DACA) programme, which protected young people from deportation, who had been brought to the U.S. illegally as children, and gave Congress until March to devise a long-term solution.

Democrats have pushed for DACA to continue, but Trump, a Republican, has said that would not happen without the end to various visa programmes and the construction of a wall along the southern U.S. border.
“The Democrats have been told, and fully understand, that there can be no DACA without the desperately needed WALL at the Southern Border and an END to the horrible Chain Migration & ridiculous Lottery System of Immigration etc,” Trump posted on Twitter on Friday.
Representatives for Senate Democratic Leader, Chuck Schumer and House Democratic Leader, Nancy Pelosi said they would not negotiate the issue in the media but looked forward to serious talks after lawmakers return to work in Washington early January.
The Senate is set to resume its work Jan. 3 while the U.S. House of Representatives restarts its session Jan. 8.
Trump promised to build a border wall as a presidential candidate and has continued to press for it publicly.
He has also called for an additional “merit based” assessment for U.S. visa recipients.

I had to drink somebody’s urine to survive – Libya returnee



A 28-year-old man, Nwaka John yesterday disclosed to newsmen in Lagos the experience he and some other Nigerians passed through while in Libya.
The migrant, who was among the 157 Nigeria migrants brought home by IOM from Libya on Wednesday said he had to drink somebody’s urine in order to survive.
John, who hails from Imo State and a computer engineering graduate left Nigeria in June 23, 2017 with the intention of entering Europe but ended up being stranded in the North African country.
“I spent 5 days in the desert where I had to drink somebody’s urine in order to survive.

“Out of 104 of us that started the journey, only 81 made it to Libya, 23 others died in the desert. This journey is indeed a suicide mission,” John lamented. - Daily Post

The Police Command in Ogun State  on Thursday arrested one Andrew Koku for allegedly killing his six-month-old baby, Precious Koku.
The father of one confessed that he killed the baby because he was afraid that his wife was about to leave him for another man
The suspect was arrested following a complaint from mother of the baby, Omowumi Teleda to the Adigbe Police Division.
She told Police she went out briefly to see the first child she had with her ex-husband, leaving the six-month-old baby behind when the incident happened.
The state Police Public Relations Officer, Abimbola Oyeyemi, confiming the incident, said Precious’ mother explained that the baby was hale and hearty when she left home, adding that she was surprised that that the baby had died when she returned.
The PPRO said, “The development made her to suspect her husband, who happened to be the only person with the baby.
“Consequent upon her complaint, the Divisional Police Officer, Adigbe division, Sunday Oladipo, detailed detectives to the scene and the suspect was arrested on December 24.”
“On interrogation, the suspect confessed to the crime, but claimed that he killed the baby because he suspected that his wife wanted to leave him for the ex-husband, adding that if such happened, he would not be able to take care of the baby.”
The police PRO explained that the state Commissioner of Police, Ahmed Iliyasu, had directed that the case be transferred to Homicide Section of the State Criminal Investigation and Intelligence Department for further investigation.

Klopp plays down Coutinho captaincy

Liverpool manager Jurgen Klopp has played down Philippe Coutinho being given the captain's armband in the absence of Jordan Henderson and James Milner.
Coutinho continues to be strongly linked with a switch to Barcelona after the Catalan giants failed with an attempted move for the Brazilian in August.
With club captain Henderson out with a hamstring injury and his deputy Milner benched, Coutinho captained Liverpool to a 5-0 demolition of Swansea City on Boxing Day and scored a delightful opening goal.
Coutinho has scored in three consecutive Premier League appearances to take his tally to 12 in all competitions this season, but Klopp played down the importance of the midfielder being given the captaincy, denying it is a hint Liverpool will be able to keep the 25-year-old throughout the January transfer window.
"I don't want to make the story less romantic but it's how I said it - when Hendo [Henderson] and Milly [Milner] are not playing I have to look [for a captain]," Klopp told reporters on Friday. "Phil is long-serving, so he is captain.
"I could say that if I give him the captaincy he'll never leave or he'll be happier, but that's not how it works. The armband does different things, you can feel the lift or the pressure.
"It didn't disturb him, so it's all good in the moment. It's a good moment [for Coutinho], I'm not sure if the armband has a big influence, but he has played very well in the last couple of weeks especially. 
"It's just an armband and not more. The job Hendo and Milly do in the dressing room is different. In England when you get the armband everyone tells you what you have to do. It's important on the pitch, but not in the same way."
Liverpool have already confirmed the signing of Virgil van Dijk, the Southampton centre-back set to join on January 1 for a world-record fee for a defender, widely reported to be £75million.
But Klopp insisted the price tag of the Netherlands international is not a concern, with Van Dijk's arrival breaking the club-record fee agreed to bring Naby Keita to Anfield from RB Leipzig at the end of the season.
"If you want to sign a player, the last thing I think about is the price," Klopp added. "Not because I like throwing money around, but because we're thinking about the player.
"You either accept the price or you do not. It's a big change in football and we have to adapt to it, that's how it is. It doesn't mean all transfers will be in this category but now we have a big transfer for a defensive player.

Manchester City captain Vincent Kompany has graduated with a Masters of Business Administration (MBA) degree.
The Belgian, who has won two Premier League titles, was awarded a merit grade and achieved a distinction with a score of 72 on his dissertation project after studying at Alliance Manchester Business School on their part-time Global MBA.
His dissertation looked at how professional football clubs in the Premier League can benefit from home game advantage and achieve game-changing levels of improvement.
"I've always felt education is very important and this was instilled into me by my late mother from an early age," Kompany said. "It felt like a fitting tribute to my mother to pursue my academic career by studying an MBA.
"When you're playing football at the top levels, even managing your personal finances starts to become like running a business. It was important to me that I understood what my accountant was talking about and that I could confidently assess a business plan to take ownership of this area of my life."
He added: "I'm an entrepreneur at the core so have a natural interest in business. The MBA was about backing this up with academic learning and research.
"Football is more than a sport. It impacts social issues and is big business. I was able to focus my research on the football industry and how clubs can benefit from home advantage. Part of this involved interviewing 25 footballers who have played at the top levels of international football.
