‘It’s against the law’ — APC presidential aspirant asks Buhari to reject N45m form

‘It’s against the law’ — APC presidential aspirant asks Buhari to reject N45m form
SKC Ogbonnia, a presidential aspirant in the All Progressives Congress (APC), says President Muhammadu Buhari will break the law if he accepts the N45 million expression of interest and nomination forms bought for him by a group.
On Wednesday, a group known as known as the National Coordinator of Nigeria Consolidation Ambassador Network (NCAN) presented a cheque of N45 million to Adams Oshiomhole, chairman of the All Progressives Congress (APC), for the purchase of presidential nomination forms for Buhari.
The group said it took the action because it wants the president to continue his “good work”.
But in a statement on Thursday, Ogbonnia said except he rejects the form, the president would contravene section 91 (9) of the country’s electoral law.
“It was revealed yesterday that a group purchased the nomination form for my primary opponent, President Muhammadu Buhari,” the statement read.
“The president ought to reject the form.. If he accepts the form, it contravenes Section 91 (9) of Nigeria’s electoral law (as amended): ‘No individual or other entity shall donate more than one million naira to any candidate’.”
Ogbonnia said he had written a letter to Oshiomhole to complain about the exorbitant nomination fees but did not get a response from him.
“In a recent letter to chairman Adams Oshiomhole, I enumerated the consequences of exorbitant nomination fees, especially coming from a progressive party,” it read.
“As at the time of this statement, I am yet to receive a reply. Since the deadline is Monday, September 10th, 2018, I am committed to paying for my form, but it is only fair that President Buhari does not break the law to pay for his.
“I expect our great party to ensure a level playing ground throughout the primaries.” - TheCable

PL news : Arsenal seal deal for promising nine-year-old Jayden Adetiba

Arsenal FC v Atletico Madrid - UEFA Europa League Semi Final Leg One

Arsenal have completed a deal to sign promising South African youngster Jayden Adetiba, who is just nine years old.

The Independent reports that Adetiba had a five-week trial with the Gunners whilst in his native South Africa.
The player’s father took to Twitter to show his son signing the deal to join Arsenal.
The nine-year-old had reportedly caught the eye whilst playing for local team SuperSport United Soccer School.

Despite being brought up in South Africa, Adetiba is also believed to have spent time living in the UK.
Adetiba, who is also believed to be an Arsenal fan, will be the latest name to join the Premier League side’s academy structure and may be a name to look out for in many years to come.

Given his tender age, it is going to be a while before any Arsenal fans see him turning out at the Emirates, but he is certainly a name to remember. - Read Sport

INEC to print 16.5m PVCs before 2019 general elections

INEC Chariman

The Independent National Electoral Commission (INEC) says it will print 16,500,192 Permanent Voters’ Cards (PVCs) and make them available for collection by citizens ahead of the 2019 general elections.
INEC Chairman, Prof. Mahmood Yakubu, disclosed this at the regular meeting of the commission with the Resident Electoral Commissioners (REC) on Thursday in Abuja.
Yakubu said that for a period of 16 months, from April 27, 2017 to Aug. 31, it registered a total of 14,551,482 new voters for its nationwide Continuous Voter Registration (CVR).
He said if the figure was added to the existing register of 69,720,350 voters, it meant that the nation now had a voter population of 84,271,832.
He explained that the figure might drop slightly after the commission must have run  the Automatic Fingerprint Identification System (AFIS).
“In addition to fresh registration, the Commission is also processing 769,917 requests for intra and inter-State transfers as well as 1,178,793 requests for replacement of lost, damaged or cards with misspelt names or incorrect personal details of voters as required by law.

“This means that the Commission has to print a total of 16,500,192 PVCs and make them available for collection by citizens ahead of the 2019 general elections.
“Already, the Commission has printed the PVCs for those registered in 2017 and delivered them to states for collection.
“I can also confirm that the PVCs for 2.7 million voters registered in the first quarter of 2018 have been printed and will be delivered to the states next week.
“We wish to reassure Nigerians that every registered voter will have his/her PVC available for collection before the general election.
“The collection of PVCs will continue until one week to the 2019 general elections. We shall ensure that the process of collection is simplified with minimum inconvenience to citizens.
“We will also ensure that information about the collection of PVCs is widely disseminated.
“Already, we are partnering with telecommunication companies to send bulk text (sms) messages to citizens for the collection of their PVCs’’.
He added that after running the AFIS, the Commission would present a detailed analysis of the voter register, not only by state and gender, but also by age group and occupation.
Yakubu appealed to Nigerians to seize the opportunity of the ongoing nationwide display of the particulars of new voters for claims and objections as required by law.
“By doing so, citizens will be helping the Commission to further clean up the register and purge it of all ineligible registrants as required by Sec. 12 of the Electoral Act.
“The Commission has consistently shared information on the voter registration exercise with Nigerians by publishing the figures as well as detailed breakdown by states and gender’’.
Yakubu said that the meeting would consider consequential steps the commission needed to take as it continues to prepare for the 2019 general elections.
He said that the Commission would also consider options to fast track the distribution of the PVCs before general elections, including the devolution of collection to Ward level.
“We however wish to restate the Commission’s policy that no PVCs will be collected by proxy. Registered voters must endeavour to collect their cards personally.
“We are working hard to ensure that no PVC goes into the wrong hands.
On the commission’s  preparation for the Osun State Governorship election, Yakubu said all processes and activities were going according to our timetable and schedule of activities released almost a year ago.
“The last major activity was the presentation of the Voters’ Register to each of the 48 political parties fielding candidates in the election, giving detailed information of the distribution of the 1.6 million registered voters by Local Government Areas, Wards and Polling Units’’.
Yakubu said that the Commission had been working on a multi-faceted approach to the menace of vote-buying and other sundry electoral malpractices.
“We will introduce changes to the election-day administration of our polling units, in addition to the electronic tracking of our sensitive materials.
“We are discussing with the security agencies on a more vigorous enforcement of the law against voter-inducement.
“Furthermore, we are working with the Inter-Party Advisory Council (IPAC) and other stakeholders on voter education and sensitisation.
This is the third election we are conducting in Osun State since the 2015 general elections.
“The first was the Ife Central State Constituency and the Osun West Senatorial District. We wish to reassure the people of Osun state that their votes will continue to count.”
He assured Nigerians that the country’s elections would continue to meet the requirements of laws, processes and procedures as well as international best practice.

Brazil Supreme Court rejects latest Lula appeal to run for presidency

lula

Brazilian Supreme Court justice on Thursday rejected the latest appeal by jailed former president Lula da Silva that he is allowed to run in next month’s election.
Justice Edson Fachin, in a decision posted on the court’s website, ruled against the request from Lula’s legal team, which argued that Brazil was required to follow the recommendation of the UN Human Rights Committee and allow Lula to run for office from jail.
Lula, Brazil’s most popular politician is serving a 12-year sentence for a corruption conviction.
His Workers Party registered him as its presidential candidate for the Oct. 7 vote anyway, saying he is innocent.

Lula is ineligible for office under Brazil’s “Clean Slate” law, which prohibits candidates from running if they have convictions that have been upheld on appeal.
In spite of his conviction and several graft cases pending against him, Lula leads the race by a long stretch, with 39 per cent of voter support, according to pollster Datafolha.
His nearest rival, far-right candidate Jair Bolsonaro, has 19 per cent.
Thursday’s decision was another blow to Lula’s effort to run and pushes the PT closer to choosing former Sao Paulo mayor Fernando Haddad, now running as vice president on the ticket, to stand for the presidency.

Lion climbed into a bus full of people because it wanted to be petted

Tourists at a safari park in Crimea got an adorable, if scary, surprise when a young lion jumped into a bus with them.
A loose lion called Filya can be seen climbing into a vehicle at Taigan Park.
But this story has a happy ending – because he didn’t attack the men and women. Instead, he ambled into the open vehicle and starting licking several tourists, while rubbing his face at others in a sign of affection.
The footage comes months after a woman was mauled by a lion at the same park.
Tourists proceeded to play with Filya, pet him and take videos and selfies of the rare event. It’s not every day someone can get up close and personal with a lion.
Fifty-year-old Oleg Zubkov, who has been dubbed the ‘lion whisperer’ by locals, supervised the encounter, the Mail Online reports.
He appeared comfortable and greeted the lion by petting him, and when he got a little overzealous, pushed him gently out of the car.
Olga Solomina had been attacked by a different lion, Vitya, and sustained injuries on her arm eight weeks ago. Zubkov alleges that Olga drank alcohol before going into the big cat enclosure. He said: "It was my mistake not to realise that she has had cognac before entering- possibly because she was scared. She came inside and started ruffling the lions' mane. Vitya the lion came close to her and pulled her away by her arm. She wasn't pulled forcefully into the park. She knew this was a dangerous site."
"She was given health and safety instructions and entered voluntarily. I'm glad to say days after the incident Olga was feeling well."
Despite the incident, he maintains that people are safe if they follow his instructions.
Rare white lions were born at the park last year. - Indy100

Falana: Buhari hiding under national interest to justify disobedience of court orders

Falana: Buhari hiding under national interest to justify disobedience of court orders
Femi Falana, human rights lawyer, says President Muhammadu Buhari is hiding under the cloak of national interest to justify his disobedience of court orders.

While speaking at the annual conference of the Nigerian Bar Association (NBA in Abuja, Buhari had said the rule of law is subject to national interest.
The president had said: “Rule of Law must be subject to the supremacy of the nation’s security and national interest. Our apex court has had cause to adopt a position on this issue in this regard and it is now a matter of judicial recognition that; where national security and public interest are threatened or there is a likelihood of their being threatened, the individual rights of those allegedly responsible must take second place, in favour of the greater good of society.”

Buhari’s comment drew criticisms from various Nigerians, including Falana and Mike Ozekhome, a constitutional lawyer, who said national interest is used by tyrannical governments to push their dubious agenda.
Most of the president’s critics saw the his comment as justification for the continued detention of Ibrahim El-Zakzaky, Shiite leader, Sambo Dasuki, former national security adviser and others, despite court rulings ordering their release.

Speaking during a Channels TV programme on Thursday, Falana said though the constitution gives room for breaching human rights, there are established grounds for this to happen.
He added that one of those grounds, being national security, is not at the disposition of the president but should be determined by the court.
Falana said: “When you talk of national security, you are talking of the security of the nation; of the entirety of our people, and the constitution is clear on that. All the human rights enshrined in chapter four of the constitution, including the right to life, can be breached. But the conditions to breach them are outlined in the same constitution.

“For instance, the law allows you to kill in self defence. In the case of liberty, for El Zakzaky and his wife, the defense of the government initially they are detaining them for state security, and the court said, where are the facts? The court later ordered that him and his wife be released and you cannot keep detaining them based on that.
“The attempt to hide under the purview of national security to justify disobedience of court orders is a problem.”
The senior advocate of Nigeria added that disobedience to court orders is an indirect way of “inviting anarchy and chaos”.

“The constitution provides that all persons and authorities in Nigeria must comply with the decisions and judgement of competent courts so when a government says, ‘I am not going to obey court orders’, such a government is inviting anarchy and chaos,” he said.
“And mind you, the rule of law transcends court orders. Once you give the impression that we operate above the law, you are inviting anarchy and chaos, and that is what is going on.” - TheCable

ISIS spies operating from Borno IDP camps - Police

Police: ISIS spies operating from Borno IDP camps
The Borno police command says the Islamic State of West African Province (ISWAP), a faction of ISIS, has its spies operating from internally displaced persons (IDPs) camps in Borno state.
Ahmed Bello, an assistant commissioner of police in Borno, disclosed this while giving update on the security in the state.
Bello said three among the 22 Boko Haram insurgents arrested two months ago were members of ISIS.
He said the insurgents station their stooges at the IDP camps to perpetrate chaos.
“We had launched radio programmes aimed at sensitising the larger society on the need to be sensitive of their environment,” he said.
“It will interest you to note that some of the affected victims in camps were not IDPs. We have our ways of rating them to the classes of A.B.C.
“So if you find any suspicious person, do not just send him away, but arrest him because the terrorists have their sympathisers; they are the people that are giving them information.”
He said the arrest of the culprit had led to drastic reduction in cases of bomb blasts perpetrated by the insurgents, using improvised explosive device (IED) in Maiduguri metropolis.

Transparency International : President, govs spend unaudited N241bn annually on security votes

Transparency International says the offices of the President, 36 governors and 774 local government chairmen in Nigeria, spend unaudited $670m (N241bn) yearly on security votes.

The Africa Director for TI Defence and Security Programme, Christina Hildrew, made the disclosure at an event organised by the Civil Society Legislative Advocacy Centre in Abuja on Wednesday.

Hildrew told reporters: “Security votes are opaque and corruption-prone and the security funding mechanisms widely used across Nigeria’s three tiers of government; a significant percentage of the country’s overall security spending, the secretive unaccounted for add up to an estimated $670m annually.
“Transacted mostly in cash, security votes spending is not subject to legislative oversight or independent audit because of its ostensibly secretive nature. Yet, this veil of secrecy protects many officials who misspend security votes, channel them into political activities or embezzle them outright.”
Hildrew also stated that there was a need to ensure that those controlling the funds were held accountable.
“So, there is a wide issue in the defence sector which is defence ‘exceptionalism.’ That is the public allows the defence sector to be unaccountable for what they spend because of national security issues.
“We call for additional legislative oversight of the defence sector and we think it is important that not only parliamentary committees and audit committees and civil society have a say in how the security funds are decided but checks and balances are also put into the system so that there is accountability and transparency of what security expenditure is going to occur to ensure that it protects citizens,” he said. - Daily Post
