Chelsea will hold out for a £70 million bid from Barcelona for Willian, according to the London Evening Standard.
The La Liga champions have reportedly made a third and improved bid for the Brazilian, as they look to bring him to the Nou Camp this summer.
Barcelona were said to have offered a fee just under £65 million for the 29-year-old as they step up their interest.
Recent reports have suggested that Chelsea will sell the player, providing their asking price is met.
Willian has been heavily linked with a move away from Stamford Bridge after falling out of favour last season.
He has expressed his desire to leave and according to reports, he has discussed the possibility of moving to the Nou Camp with Brazilian team-mate Philippe Coutinho during the World Cup.
